The Principal Manager, Enterprise Asset Management, is responsible for overseeing the technical management of several large-scale enterprise systems within the Technology department. This includes managing Enterprise Asset Management (EAM), inventory and materials management, Vertical Lift Modules (VLM) in DART facilities, and mobile versions of these enterprise applications. The role involves managing implementations, upgrades, configuration, administration, and maintenance of these applications, as well as vendor management, procurement, and license management.This Principal Manager manages a team of application administrators, analysts, product managers, and other Technology personnel, working closely with the leadership team to shape and execute the department's vision. The role ensures that enterprise applications and their architecture align with both department and Agency strategic goals, while adhering to security and data standards. In addition to providing robust functional and technical support, the Principal Manager drives system upgrades, implementation projects, and continuous improvements. A strong background in managing enterprise systems and optimizing business processes is essential for success in this role.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Lead and manage large-scale enterprise applications, including Enterprise Asset Management (EAM), inventory and materials management, Vertical Lift Modules (VLM) in DART facilities, and mobile versions of these enterprise applications.
- Work closely with the leadership team to develop and implement the department’s vision, ensuring alignment with the Agency’s broader goals and objectives.
- Oversee the entire product lifecycle, from inception to delivery, while developing and maintaining a robust and prioritized product backlog driving the product vision.
- Manage implementation, configuration, testing, and upgrading of enterprise applications, ensuring that all systems are optimized and up to date, and ensure adherence to change management procedures.
- Manage the department Capital and Operating budgets, coordinate with vendors for application support, procurement, and manage software licenses to ensure compliance and efficiency.
- Lead and mentor a team of application administrators, analysts, product managers, and other Technology personnel, fostering their professional growth and development.
- Oversee the ongoing administration and maintenance of enterprise applications, ensuring system stability and performance.
- Maintain strict adherence to security, privacy, and data standards, ensuring all enterprise systems comply with relevant regulatory requirements and best practices.
- Lead efforts to enhance business processes through system improvements, including upgrades, integrations, and optimization projects.
- Deliver high-quality technical and functional support to users of enterprise applications,ensuring smooth operation and rapid resolution of any issues.
- Oversee the integration and management seamless information exchange between various enterprise applications and the enterprise data warehouse.
- Continuously assess the performance of enterprise applications and provide regular updates to leadership, offering insights and recommendations for future enhancements.
- Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor’s degree from an accredited college or university in Business Administration, Computer Science, or a related field.
- Four (4) years of experience in developing and managing product roadmaps, enterprise application architecture, or strategy for enterprise applications, including three (3) years’ experience managing a professional staff.
- Valid Texas Class A, B, or C driver’s license, no Driving While Intoxicated (DWI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) months in order to operate DART non-revenue vehicles, or drive in the course and scope of job.
- Proficiency of PC software applications to include Microsoft Office or other related software applications.
- Proficient in task scoping, project management, problem-solving, resource management, and
understanding budget and cost factors. - Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles, and the ability to lift 50 pounds.
- Skilled in handling conflicts constructively and negotiating agreements.
- Knowledge of budget development/analysis, and operational cost factors.
- Analytical and creative skills to find solutions to complex interpersonal, technical and administrative problems.
- Must be able to work variable hours, to include emergency response to outages.
- Must be able to perform work from remote locations as needed.
- Must be able to work in an on-call rotation.
- Must maintain all certification(s) required for this position.
- Ability to build relationships, address needs, and use feedback for continuous improvement.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
