Role Overview:
The State Director is responsible for the implementation and execution of the IN APEX Accelerator strategy and programmatic elements. The State Director also directs and monitors the program activities and financial affairs of the statewide program and is responsible for all state and federal funding and programmatic compliance issues. The State Director must provide innovative leadership, creative strategies and oversee programmatic implementation at the highest levels of integrity and excellence.
Salary Statement:
The salary range for this position is $80,000 - $85,000 annually.
A Day in the Life:
- Responsible for the creation and updating of the IN APEX Accelerator Strategic Plan.
- Responsible for overall planning, direction, and results of the program.
- Responsible for the IN APEX program meeting all requirements in the DoD Terms and Conditions including responding to and negotiating the cooperative agreement as needed.
- Responsible for aligning and meeting new DoD program goals and metrics including developing a strategic plan to implement changes.
- Develop and maintain close working relationships with statewide small business and professional organizations, universities, incubators and tech parks, and other organizations serving small businesses.
- Assess statewide staffing resources and plan the changes necessary to carry out the IN APEX and the IEDC missions.
- Supervise IN APEX team that includes six regional counselors and one senior manager.
- Manage IN APEX program budget, proposal process and allocation decisions.
- Develop a program with major DoD Assets in the State to identify and screen potential DIB/GIB suppliers that meet their strategic sourcing needs.
- Develop customized deliverables including workshops and team meetings to result in increased access to supplier opportunities with DoD Assets in the State of Indiana.
- Lead the collaboration with other federal, state, regional, and local organizations working to expand services to DoD Assets and prime contractors in the State of Indiana.
- Assure compliance with applicable laws, regulations, OMB circulars and Executive Orders, and is responsible for negotiating and implementing the annual Cooperative Agreement with the DoD.
- Serve as state level liaison with the Association of Apex Accelerators, and DoD OSBD.
- Work collaboratively across the IEDC with other departments that enhance and support the IN APEX program.
What You'll Need for Success:
Education:
- Bachelor’s degree in business or other directly related fields
- Five years of responsible senior management experience in a private or public sector setting encompassing business, procurement, and administration
Experience:
- Experience managing a team of professionals and a budget.
- Experience in the following computer systems: Excel, Word, PowerPoint, Neoserra,
- Experience in obtaining monetary and non-monetary resources.
- Maintain working knowledge of federal, state, and local contracting laws, regulations, and rules.
- Knowledge of the Federal Acquisition Regulations (FAR); various FAR Supplements; government contracting principles, tools, concepts, and contract types; GSA acquisition tools, schedules, purchasing programs, etc.; System for Award Management (SAM) registration and federal business certifications.
- Direct experience providing information, advice, counseling, and training to businesses.
- Managing long term client engagements and projects.
- Experience in both private and public sector.
- Public speaking and/or teaching experience.
Preferred Experience & Qualifications:
- Bachelor’s degree in business or other directly related fields.
- Defense Acquisition Workforce Improvement Act Certifications
- Previous Federal or State Acquisition/Procurement Experience
