About the Department

STARTING SALARY: $55,161/yr. - $84,697/yr.  Starting rate of pay may vary based on factors including, but not limited to, education, training, and /or experience.

Position Duties

Perform fiscal duties for assigned functions that include reviewing, processing, and maintenance of basic accounting or fiscal records. #oj


Minimum Requirements
  • At least 18 years of age.
  • Must be able to comprehend and communicate fluently in verbal and written English.
  • U.S. Citizen or possess a current permanent resident card.
  • Clean criminal history; any arrest history will be individually evaluated.
  • No illegal drug usage within the past year. Other drug usage will be evaluated on a case by case basis.
  • Bachelor’s degree (B. A. or B. S.) or higher in Project Management, Engineering, Construction, General Contracting or related field AND two (2) years related experience in project management, engineering, construction and/or general contracting.
  • If this posting indicates a degree is required, the following experience will apply in lieu of any degree as follows:
    • Four (4) years of direct experience for a Bachelor's Degree
  • Must have a valid Florida driver’s license. 
  • Must attend and successfully complete the agency sponsored Law Enforcement Vehicle Operations (LEVO) Training if assignment includes driving an agency vehicle. Use of agency vehicle would require appropriate driving history and passing agency biennial driver’s physical exam. 
  • Ability to plan, schedule, or coordinate construction project activities to meet deadlines. Prepare and submit budget estimates, progress reports, or cost tracking reports.
  • Ability to interpret and explain construction plans and contract terms to representatives of the owner or developer, including administrative staff, workers, or clients as needed.
  • Ability to perform, or contract others to perform, pre-building assessments, such as conceptual cost estimating, rough order of magnitude estimating, feasibility, or energy efficiency, environmental, and sustainability assessments.
  • Ability to assist in the development and implementation of special and/or time sensitive projects requiring project management related needs. Oversee the design and coordination of various special projects with other governmental agencies on behalf of the agency.
  • Ability to recommend project purchases and participate in procurement and implementation to ensure efficient follow through of procedures.
  • Ability to handle requisitions and vendor invoices. Process and distribute related paperwork as necessary.
  • Ability to act a liaison between the agency and its various organizational divisions, and external agencies and vendors.
  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. 
  • Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the business community. 
  • Ability to write speeches and articles for publication that conform to prescribed style and format. 
  • Ability to effectively present information to top management, public groups, and/or boards of directors.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. 
  • Ability to apply principles of logical or scientific thinking to a wide range of intellectual and practical problems.
  • Ability to deal with nonverbal symbolism (formulas, scientific equations, graphs, etc.,) in its most difficult phases.
  • Ability to deal with a variety of abstract and concrete variables.
  • Must have intermediate computer skills proficiency (e.g., Word: create Mail Merges and complex tables, insert graphics; Excel: set up and design charts, filter data, use mathematical and statistical functions; PowerPoint: utilize graphics, animation, and automate slide production).
    PREFERRED QUALIFICATIONS:
  •  Instructor Techniques certificate preferred or completed within one year of employment in this position.

PHYSICAL DEMANDS  

While performing the duties of this job, the employee is regularly required to talk, hear, and also sit and work on the computer for long periods of time. The employee is occasionally required to stand and reach with hands and arms. The employee is occasionally required to walk, stoop, kneel, crouch, crawl, or use hands to handle or feel. The employee may occasionally lift and/or move up to 50 pounds and may have to assist someone lifting up to 100 pounds. Specific vision abilities required by this job include close, distance, color, peripheral vision and depth perception. Must have the ability to read constructions documents and specifications while at a project site to verify proper completion.

WORK ENVIRONMENT
While performing the duties of this job, the employee is seldom exposed to outdoor weather conditions. The employee is occasionally exposed to wet/humid conditions (non-weather); The noise level in the work environment is usually moderate but occasionally loud (e.g., maintenance and repair of machinery, electrical and computer equipment, large trucks, forklifts, etc.).
