If so, Public Health – Administrative Services Division is seeking a one (1) Special Duty Assignment (SDA) Project/Program Manager IV (Epic Electronic Health Record Administration and Support Manager)to join its innovative team! Our ideal candidate is committed to racial equity and social justice, with a strong project management skillset and technical expertise to manage the Epic Support and Training team.
Public Health – Seattle and King County (PHSKC) provides direct healthcare services at over 30 locations, some of which operate 24 hours a day, 7 days a week. Those services rely heavily on the use of the Epic Electronic Health Record to document care for patients served. This position is responsible for system updates and changes, providing support and training to PHSKC Epic users, coordination with King County Information Technology (KCIT), and leading a team of 6 analysists.

The Administrative Services Division partners to provide efficient and effective expertise that makes it possible for Public Health to foster healthy people and communities. The Administrative Services Division includes teams that support the department with financial services, compliance, records management, health information technology, risk management, contracts and procurement, facilities support, and support for the intersection of our work with information technology.

Work Schedule
The typical work schedule is full-time (40 hours per week) Monday through Friday. As needed, this position must be able to work variable shifts twenty-four hours a day seven days a week as directed by management. This work includes on call and after-hours support. This is an Exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.
Work Location
The work associated with this position will be performed through a combination of remote and onsite work. The successful candidate may be expected to report to the office for onsite work typically 1-3 times per week. The frequency of onsite work may vary based on business or operational needs and be adjusted accordingly. The primary onsite location is at the Chinook Building in downtown Seattle at 401 Fifth Avenue, Seattle, WA, 98104. Travel to other work locations may be necessary. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.
Position Duties
- Management and oversight of day-to-day operations of Public Health’s Epic electronic health record system, including access management/maintenance, work queues, issues, and associated communication, change management, and performance.
- Oversight of Epic system upgrades, enhancements, and change requests, and documentation of Epic process and policy in coordination with other Epic program leads.
- Lead and support a team of two Functional Analyst IIIs and four Functional Analyst IIs. Develop and monitor work plans and schedules.
- Oversee the development and provision of training support for Epic system changes, enhancements, upgrades, and new implementation including guidelines, materials, and other resources. In collaboration with division-level Epic support and training managers, provide guidance, support and direction for training and supporting end users on Epic.
- Coordinate across the team to co-lead planning and project management for the Epic System.
- Provide analysis, develop solutions to business challenges, and make solution recommendations for the Epic system.
- Work with Public Health management, program managers, KCIT, front line staff, and the project team to understand budgetary, statutory, and operating conditions and incorporate into work plans, evaluation, and implementation.
- Ensure that Public Health and its Divisions that utilize the Epic system are in compliance with the vendor contract, Public Health standards, and applicable regulations.
- Plan and assist in developing system requirements, evaluate requirements, implement and test system changes to support healthcare operations and management.
- Evaluate physical and technical requirements for best practice recommendations and implementation.
- Perform system monitoring, including interfacing with, addressing issues, and ensuring timely resolution with the EHR vendor, subcontractors, and/or KCIT.
- Facilitation of facility changes within the Epic Support Team (i.e., moves, equipment changes).
Minimum Qualifications
Our ideal candidate will demonstrate the following (Minimum):
- Commitment to and knowledge of racial equity and social justice principles and practices.
- Demonstrated experience in electronic health records management, health information management, training, data management and quality, or any equivalent combination of education and experience which would provide the knowledge, skills and abilities to perform the duties as described in the job announcement.
- Demonstrated experience with the Epic electronic health care system that includes interfaces with other systems such as labs, registries, etc.
- Knowledge and experience working with information technology including desktop support, device integration, data management/reporting and interface support
- Experience with project planning and management, including complex projects involving multiple dependencies and/or conflicting priorities.
- Demonstrated ability to apply quantitative and qualitative analysis and evaluate data for decision making.
- Demonstrated ability to communicate effectively, both orally and in writing.
- Experience developing and implementing training and change management plans and drafting associated communications.
- Ability to communicate and maintain working relationships with diverse populations; facilitate discussion and consensus; collaborate effectively.
- Relates well with others; builds constructive and effective relationships; uses diplomacy and tact; can defuse even high-tension situations comfortably.
The most competitive applicants will have the following experiences and qualifications (Desired):
- Experience with the OCHIN Epic Collaborative.
- Experience managing and supporting Epic in an outpatient setting.
- Experience with Public Health and/or health care sector.
- Knowledge of compliance and regulatory requirements for healthcare, including HIPAA and state privacy regulations.
- Experience with supervision.
