Job Title: Engagement Manager (Project Manager Reports to Program Manager)

Location: Harrisburg, PA (Hybrid)
Contract Type: Work Order-Based Contract

Project Overview:
The Engagement Manager will oversee the day-to-day management of contract activities and the Work Order process supporting the Pennsylvania Turnpike Commission’s Emerging Technology Program. This role requires strong experience in contract execution, stakeholder coordination, and technology program delivery across AI, IoT, cybersecurity, and cloud infrastructure domains.

Responsibilities:

  • Manage Work Order lifecycle including proposal responses, deliverables, and invoicing.
  • Coordinate with Commission stakeholders across IT, cybersecurity, and operations.
  • Lead planning and staffing efforts for emerging technology engagements.
  • Ensure compliance with Commission standards and security protocols.
  • Support AI roadmap implementation, IoT lifecycle management, and IAM solutions.
  • Facilitate Q&A sessions and proposal development for Work Order Requests.
  • Submit monthly invoices and diverse business participation reports.

Qualifications:

  • Minimum 10 years of experience in IT contract management or related field.
  • Proven experience with public sector clients, preferably transportation/tolling.
  • Familiarity with AI governance, cloud architecture, and predictive analytics.
  • Strong understanding of hybrid work environments and cybersecurity challenges.
  • Professional certifications in project management or IT governance preferred.
  • Must pass criminal background check.

Project Overview:
 The Escalation Manager will oversee resolution of critical incidents that cannot be addressed through standard support channels. This role is pivotal in ensuring operational continuity and security across the Commission’s AI, IoT, and cybersecurity initiatives.

Responsibilities:

  • Lead escalation response for unresolved incidents from Engagement Manager.
  • Coordinate with Commission leadership and technical teams to resolve issues.
  • Provide oversight for AI-driven threat modeling and anomaly detection.
  • Support implementation of Zero Trust principles and endpoint security.
  • Conduct IoT security assessments and ensure compliance with NERC-CIP standards.
  • Maintain documentation and reporting for escalated incidents and resolutions.

Qualifications:

  • Minimum 10 years of experience in incident management or escalation roles.
  • Expertise in AI governance, cybersecurity, and IoT frameworks.
  • Strong understanding of threat intelligence, machine learning, and edge computing.
  • Experience with public sector clients and transportation infrastructure preferred.
  • Professional certifications in cybersecurity or incident response preferred.
  • Must pass criminal background check.
