City Heights Community Development Corporation (CHCDC) is seeking a strategic and results-driven leader to champion business growth, job creation, and community revitalization in City Heights. This role provides oversight for the Business Improvement District and Maintenance Assessment District, ensuring effective operations, strong partnerships, and responsible stewardship of resources. The leader will advance an equitable local economy by fostering collaboration across sectors and aligning initiatives with CHCDC’s mission. Key strategies include small business development, creative placemaking, community engagement, policy and development, workforce development, and urban agriculture.
Main Responsibilities/Duties
- Economic & Workforce Development Leadership
- Design and execute multi‑year economic development strategies to foster business growth, job creation, and community rejuvenation; integrate small business support, business compliance assistance, community enhancement, and workforce training.
- Acquire and manage funding (grants, contracts, sponsorships, earned revenue) to sustain programs and meet organizational objectives; ensure compliant grant administration and reporting.
- Collaborate with residents, small businesses, anchor institutions, and public agencies to address economic challenges; convene partners and integrate program areas into cohesive plans.
- Align initiatives with CHCDC’s mission and strategic plan; provide regular updates to senior leadership and the Board.
- Supervise, coach, and develop Economic Development staff; coordinate the City Heights Economic Development Collaborative and partner tables.
- Analyze market and labor data to inform strategies; support sector‑based workforce pathways and employer engagement.
- Establish performance metrics; monitor outcomes and implement continuous improvement across programs.
- Business Corridor Enhancements (BID/MAD) – Director Oversight
- Responsible for overseeing CHCDC’s Business Improvement District (BID) and Maintenance Assessment District (MAD) contracts serving City Heights’ primary commercial corridors.
Additional Responsibilities/Duties
- Operational & Administrative Management
- Program oversight: Administer all district programs, including sanitation, maintenance, capital improvements, and placemaking initiatives (landscaping, public art).
- Budgeting & finance: Prepare, recommend, and manage the annual district budget with strong internal controls; track costs, oversee expenditures, and process payments for contractors.
- Reporting: Prepare and submit performance, financial, and operational reports to the Board of Directors, City agencies, and stakeholders.
- Compliance: Ensure adherence to all applicable federal, state, and local laws and regulations, including assessment procedures.
- Additional duties as assigned
- Leadership & Strategic Development
- Strategic planning: Provide vision and guidance for the district’s strategic plan; set goals, processes, and procedures with the district Board of Directors.
- Team leadership: Supervise, train, and evaluate staff, subordinate supervisors, maintenance teams, and support the district Board.
- Program development: Identify new services and initiatives that add value; secure grants and sponsorships to expand district impact.
- Stakeholder & Community Relations
- Stakeholder engagement: Serve as primary liaison among property owners, business members, residents, City departments, and law enforcement.
- Advocacy: Represent the district at public meetings and with government agencies; advocate for business community needs.
- Community outreach: Maintain communications via websites, social media, and newsletters to promote district services and activities.
- Partnership development: Create and foster public‑private partnerships that advance district initiatives.
- Maintenance & Capital Projects
- Contract management: Develop and administer contracts for services such as landscaping, street cleaning, and graffiti removal.
- Quality control: Inspect completed work for effectiveness and compliance with standards.
- Long‑range planning: Develop multi‑year maintenance and capital improvement plans supporting district growth and needs.
- Emergency response: Coordinate district responses to emergencies and disasters in alignment with City protocols.
Required Qualifications
- Commitment to CHCDC’s mission and to equitable
economic outcomes.
- Bachelor’s degree in a relevant field; Master’s degree preferred.
- Minimum 5 years of progressive leadership experience, including staff supervision.
- Track record of
designing and implementing high‑impact programs with clear outcomes.
- Demonstrated success securing grants/funding and administering budgets and contracts in a nonprofit or public setting.
- Experience contributing to strategic planning with a focus on innovation and sustainability.
- Exceptional leadership and team‑building skills; ability to inspire, coach, and hold teams accountable.
- Outstanding written and verbal communication; skilled in partnership cultivation and stakeholder engagement.
- Proficiency in financial management, including budget development, grant administration, and financial reporting.
- Comprehensive understanding of economic development principles and best practices; commitment to equity, diversity, and inclusion.
- Proven effectiveness working with diverse communities, including multilingual and multicultural populations.
Hours & Compensation
- Schedule: 40 hours per week; exempt
- Salary: Annual starting range $85,000–$95,000 DOE.
