Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agencyintheHUD-fundedLosAngelesContinuumofCare,wecoordinateandmanageover$800million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
Under the direction of the Deputy Chief Risk Officer (DCRO), the Associate Director, Risk Management oversees the organization’s comprehensive risk management strategy, with a focus on participant grievances, incident management, third-party audits, and investigations. This role supports the development and execution of risk mitigation efforts, ensures compliance with regulatory requirements, and aligns risk management practices with organizational objectives. In addition, this position assists the DCRO with administering the organization’s risk management program, managing the insurance portfolio, and ensuring transparent, accountable processes across compliance areas. The Associate Director may also assume additional responsibilities as assigned by the DCRO.

Position Duties
- Develop and implement risk management frameworks and strategies to proactively identify, assess, and mitigate organizational risks.
- Integrate risk management practices into daily operations and strategic planning initiatives across departments.
- Oversee and resolve complex participant grievances and incidents, ensuring compliance with organizational policies and applicable regulations.
- Support investigations related to compliance, ethics, risk, and third-party audits; ensure accurate documentation and timely resolution.
- Coordinate responses to California Public Records Act (PRA) requests in collaboration with relevant departments.
- Prepare and present comprehensive reports on risk trends, audit outcomes, grievances, and incident resolutions to senior leadership and the Management Committee.
- Foster a culture of accountability, compliance, and continuous improvement through policy development, training, and collaboration.
- Direct the creation, quality assurance, and delivery of key division outputs while managing staff, resources, and budget to achieve strategic objectives.
- Support the DCRO in overseeing the organization’s insurance portfolio, including recommending appropriate coverage levels and managing policy renewals.
- Lead training and professional development initiatives to build team expertise in risk management, investigations, and compliance.
- Schedule and conduct site inspections of LAHSA co-locations, master lease sites, LAHSA-owned properties, service provider sites, and related facilities.
- Perform other duties and special projects as assigned.
Minimum Qualifications
- Strong leadership and decision-making skills based on risk assessments, audit findings, and organizational needs.
- Expertise in Enterprise Risk Management (ERM), financial risk principles, and risk mitigation methodologies.
- In-depth knowledge of regulatory compliance, industry standards, and legal frameworks relevant to risk and operations.
- Familiarity with budget analysis and financial risk implications in operational contexts.
- Experience with strategic planning and the alignment of risk management strategies with organizational goals.
- Proficiency in crisis management and business continuity planning.
- High attention to detail and strong analytical skills to evaluate internal controls, risk exposures, and operational effectiveness.
- Knowledge of corporate governance and the role of oversight bodies, including audit and management committees.
- Advanced communication skills for preparing reports, presenting to leadership, and coordinating cross-functional teams.
- Strong interpersonal skills and professional discretion, particularly in conducting sensitive investigations and resolving grievances.
- Proficiency in investigative techniques, evidence handling, case management, and forensic analysis.
- Understanding of ethical standards in investigations, including confidentiality, impartiality, and conflict of interest mitigation.
- Demonstrated ability to manage grievance resolution and apply conflict resolution strategies fairly and effectively.
Other Qualifications
- Bachelor’s degree from an accredited college or university in Risk Management or a related field (e.g., Public Administration, Business, Economics, Finance and Law).
- At least eight (8) years of progressively responsible experience in risk management, auditing, compliance, or a related field, including a minimum of five (5) years in a senior management role.
- Minimum of two (2) years’ direct experience in risk management, investigations, and grievance resolution within a large governmental or nonprofit organization.
- Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.
License Requirement
- A valid California Class C driver's license is required at the time of hire. Employees must have a good driving record for a minimum of three (3) years.
