About the Position
This is professional-level work whereby the incumbent performs a variety of assignments in the area of research, analyzing, and conciliating complaints to assist the general public in understanding applicable common ownership laws and regulations. The work requires an ongoing duty to identify pertinent issues, key parties, and critical facts within the guidelines of Federal, State, and local common ownership laws. Some calls will require specialized questioning and mature judgment to sort through information, obtain cooperation, avoid or minimize conflict or hostility, and provide the appropriate governmental response. The position requires the incumbent to build and maintain relationships with internal and external stakeholders to implement community outreach strategies, plan and administer programs and events, and draft marketing materials such as articles or other written materials that will promote the organization's mission. Work is performed under the general supervision of a high supervisory position.

Position Duties
- Develops and maintains effective working relationships with internal and external stakeholders to promote public awareness of the Office of Community Relations, Common Ownership Communities Unit to coordinate the delivery of services and increase the number of persons serviced.
- Maintains a comprehensive knowledge of common ownership communities, including community demographics; community leaders; community issues, and community dynamics/sensitivities.
- Informs community representatives of government decisions, changes in policy and other relevant matters which may impact communities.
- Provides current and comprehensive program and organizational development resources to common ownership communities including information on program support and government services.
- Represents the Office of Community Relations, Common Ownership Communities Unit, and promotes its interest at the community and inter-agency level.
- Maintains accurate, complete, and retrievable recorded data, statistics, and documentation for inclusion in reports or to provide information to support the validity and success of specially assigned projects and programs.
- Researches and conciliates citizen concerns independently, using an analysis of facts and applicability of laws, regulations, and other requirements.
- Provides technical and practical information in the area of common ownership to the general public and participates in public education efforts by making presentations, preparing marketing and other written materials, and providing input on common ownership platforms.
- Collaborates with the Commission on Common Ownership Communities (CCOC) to facilitate program awareness to the general public through development of newsletters, web page & social media platforms.
- Engages and establishes regular communications with all common ownership community associations and community.
- Serves as point of contact for multicultural agencies regarding issues related to this sector.
- Plans and administers the Alternative Dispute Resolution (ADR) mediation program by ensuring that all policies, procedures, and appropriate courses of action are implemented.
- Develops and implements a variety of special events, projects, and exhibits generated by the Office of Community Relations, Common Ownership Community Unit to reflect the needs and interests of communities.
- Consults daily with the other staff to exchange information regarding priorities, progress, or challenges.
- Assists in the coordination of strategic partnerships, programs, and initiatives that promote the success of communities throughout Prince George’s County.
- Requires use of automated equipment in conjunction with assigned duties and responsibilities as needed.
- Performs tasks and duties willingly and cooperatively which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.
Minimum Qualifications
- Bachelor's degree in business or public administration, social services, sociology, psychology, or related field.
- Two (2) years of responsible community development supervisory work in common ownership communities, community outreach and legislative drafting and review.
Preferred Qualification
- Previous experience dealing with homeowner associations, governing documents, researching legislative, and the Alternative Dispute Resolution (ADR).

Conditions of Employment: Upon selection, the candidate must:
- Be willing to work in office and travel to attend events and visit meeting sites during and after-hours.
- Be able to work evenings and weekends.
- Be able to stand or walk for long periods of time and lift to 30 pounds.
- Meet all training and performance standards and demonstrate proficiency as required by the agency.
- Wear and use agency protective apparel and equipment in the performance of their assigned duties, if applicable.
- Successfully pass preemployment checks which may include reference checks, background investigations, and drug screenings, if applicable.
- Be willing and able to serve as an essential employee. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.
