GENERAL SUMMARY
Oversees contracting function, compliance and mitigates risk while following applicable laws, policies, and procedures.

ESSENTIAL DUTIES & RESPONSIBILITIES
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
- Contributes to all purchasing and contracting policies and procedures, so they meet all Federal, State, Local and Water Code requirements. Ensures all purchasing policies and procedures are followed by the River Authority staff.
- Evaluates risk in contracts to determine appropriate mitigation strategies.
- Negotiates, drafts and administers contracts, subcontracts, and cooperative agreements so approvals, extensions, modifications and amendments, supplemental funding requests, terminations, key personnel notifications, close-outs, and other actions are handled promptly.
- Supports the administration of grants awarded to the River Authority. Coordinates with subject matter experts to ensure fulfillment of our grant obligations and compliance with all accepted terms.
- Develops and manages templates that result in consistency of terms and conditions, standard formatting, and inclusion of all required language.
- Coordinates with River Authority Director of Legal Services to verify legal sufficiency of contracts and agreements.
- Reviews all vendor contracts for accuracy and ensures terms represent the best interest of the River Authority and negotiates favorable terms.
- Coordinates with departments and project managers to implement the standard operating procedures that support the effective management of the River Authority contracts.
- Develop training materials and provide training to internal and external customers.
- Consults with management regarding contracts, departmental issues, problems, and related matters.
- Collaborates with project managers, external stakeholders, vendors and management in dispute resolution.
- Researches and analyzes updates to Federal and State laws, and other governing directives, policies, and procedures pertaining to contracts and grants being reviewed.
- Assists procurement team and departments with preparation and processing of the River Authority solicitations (e.g. specifications for Request for Quotes/Request for Proposals/Request for Bids).
- Provides guidance to project managers on all aspects of the procurement solicitation and contracting process. This includes evaluating scope of work, identifying evaluation criteria, and developing timelines.
- Assists departments and/or project managers in preparing audit responses and resolutions to audit reports from external and internal entities.
- Audits contractor compliance, which may include but is not limited to reviewing certified payroll(s), conducting site and monitoring visits.
- Documents vendor performance and incidents through maintenance of database, log or other method(s).
- Ensures that all vendors, contractors, and professional service providers comply with the SWMBE policy established by the River Authority.
- Performs related work as required.
SUPERVISORY REQUIREMENTS
- This position does not directly supervise any employees.
MINIMUM QUALIFICATIONS
Required Education and Experience
- An Undergraduate degree from an accredited college or university in Business Administration or related field and three (3) years of relevant experience in contract management and/or purchasing; or a combination of experience and education that results in the required knowledge, skills, and abilities.
Required Licenses or Certifications
- Attainment of Certified Texas Contract Management (CTCM) certification is required within one (1) year of employment.
☒ Must have and maintain a valid driver’s license and an insurable driving record.
