Duties

Serves as a Regional Accountant of the Finance Branch, Marine Corps Community Services (MCCS), Marine Corps Installation National Capital Region - Marine Corps Base Quantico. Provides managerial accounting support for all reporting segments of MCCS programs to include validation of financial reporting within an integrated financial management system. Analyzes and validates detailed accounting applications encompassing a wide range of accounts and resolves problems and errors. May be required to act in the capacity of the Director of Finance in their absence. Reconciles general ledger account balances and maintains subsidiary ledgers and schedules. Analyzes and interprets the results of transactions on financial statements, makes corrections or adjustments as necessary to properly reflect the balances of all accounts, and accurately portrays the changes on a monthly, quarterly and annual basis. Prepares monthly, quarterly, and yearly accounting documents, financial reports, trial balances, balance sheets, and variance analyses. Coordinates with the other Regional Accountants at other Marine Corps Installations/Regions and Headquarters/Shared Services Center to ensure a uniform approach, work product and presentations and to ensure accounting programs are operated in accordance with latest policies and procedures. Performs accounting duties that require detailed knowledge of Generally Accepted Accounting Principles (GAAP) and Government Accounting Standard Board (GASB) and processes applicable to retail and cost environments. Monitors and provides input on processes for the following areas: Accounts Payable, Accounts Receivable, Inventory Record Control, Fixed Asset (Property) Record Control, Revenue Recording and Control, General Ledger Control, Special Accounting Projects, Financial Statements Processing, and Program Financial Management. Contributes accounting or fiscal management advice or recommendations to corporate officers and branch managers on a wide range of financial management issues. Gathers information and assists in finalizing period end, fiscal year closeout and year-end review reconciliations and reports. Responsible for solving problems with varying degrees of difficulty. Conducts on-the-job training for accountants on reconciliations and maintains procedures/instructions. Responsible for the preparation of periodic analysis for the CFO, or other corporate officers to include the sources and uses of funds (cash flow); usage of appropriated funds; the status and aging of outstanding accounts receivable and payable. Must be able to develop, apply, and adjust plans, policies, and guidance to attain activity objectives. Prepares and presents monthly financial briefs for various reporting activities. Travel may be required to other Marine Corps Installations to complete work assignments.

Qualifications

A four-year degree from an accredited university in Financial Management or Accounting is required AND a minimum four (4) years of experience in corporate business and/or Non-appropriated instrumentality (NAFI) financial accounting. A broad working knowledge of all aspects of accounting with the ability to apply generally accepted accounting principles (GAAP) and sound financial management techniques in all phases of financial data gathering, summarizing, analyzing, and reporting. Knowledge of end-to-end General Ledger processes. Skill in analytical reasoning. Knowledge of APF accounting and reporting. Proficiency in Microsoft Office suite, specifically Excel. Ability to establish and maintain effective working relationships with all levels of management and subordinates, exercise the proper degree of tact, ingenuity, persuasion, and resourcefulness; make clear and concise written and oral persuasions; exercise and demonstrate a high level of sound and independent judgment.
