About the Department
Position Duties
EXAMPLES OF THE WORK PERFORMED (ILLUSTRATIVE ONLY)
- Provides excellent customer service to both internal and external customers
- Coordinates all aspects of billing, including setting up internal and external customers, input and billing for various departments, proper payment posting, and accurate fiscal year posting
- Works with external customers and other city departments to solve customer billing issues in a timely and courteous manner
- Assures accurate and timely billing
- Assists in the development of policies and procedures for Customer Service
- Supports the Billing Manager to update the billing procedures and manuals
- Supports the reconciliations and reviews data for year-end audits
- Performs related duties, as assigned
Cross trains and performs functions in one or more of the focus areas listed:
Miscellaneous Accounts Receivable
- Set up of miscellaneous accounts including, but not limited to, Landfill, Airport, Retiree Insurance, Fire Contracts
- Imports data files into billing system using multiple software systems
- Responds to inquiries and requests from internal and external staff on billing and payments, performing research as needed and communicating findings for further action or correction
- Ability to read and understand contracts for billing purposes
- In coordination with Grants and Contracts, tracks, audits and reconciles customer accounts to include any increase based on CPI, departmental increase or new agreements with the city
- Researches account overpayments and processes refunds
Municipal (Utility) Accounts
- Utilizes computerized billing system daily to schedule, calculate, and generate accurate utility bills in a timely manner
- Generates and analyzes reports to identify billing issues and make necessary changes and adjustments to ensure quality of output
- Generates service orders for billing check reads for high consumption, no consumption, and misreads
- Analyzes accounts and prepares service orders for disconnection of water service for fraud and illegal consumption
- Responds to inquiries and requests from internal and external staff on consumption, billing, and payments, performing research as needed and communicate findings for further action or correction
- Supports the implementation of municipal bill rate changes including entry, testing, and post live review
- Supports collection and review of data related to rate studies
- Supports the training of other staff in the Customer Service Section as related to municipal billing

Minimum Qualifications
MINIMUM REQUIREMENTS
- High school diploma or G.E.D.
- One (1) year of college-level coursework in related field
- Two (2) years of experience with billing operations and computerized billing systems
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- Two (2) years of experience in governmental accounting or record keeping utilizing computerized billing or accounting systems
- Associate’s degree or higher in Business Administration or related field
- One (1) year of experience with general ledger accounting
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver’s license.
- Regular attendance is an essential function of this job to ensure continuity.
