Provides County-wide leadership, strategic vision, and management oversight in the development and implementation of ERP services Creates governance framework by establishing an oversight group and guiding principles to ensure standardization, consistency, and compliance. Coordinates ERP-related business process changes and technical system integration across all related Financial ERP domains to ensure the success and integrity of the overall design. Coordinates the contributions of external consultants, business functional leads, project managers, IT leaders, and business stakeholders with a focus on the transformation of Dallas County’s Enterprise Resource Program (“ERP”) function. Manages Cloud administration and provides functional and technical application support. Provides training, structure, governance, and leading practice recommendations for ERP systems leveraging critical capabilities including, but not limited to, strategic and tactical planning, operational excellence, process management, project management, risk management, change management, budget oversight, and management of concurrent digital initiatives.

Management Scope: Supervises exempt employees.

Responsibilities

1. Responsible for the strategic design, implementation, integration, communication and administration of Enterprise Resource system(s) and technology, including governance in compliance with all federal, state, and local regulations, PCI requirements, and company policies, and data with data management, reporting and transactional support.

2. Responsible for leveraging technology solutions and workflows designed to ensure consistency, scalability, data accuracy and improve the efficiency and productivity of ERP system.

3. Partners and collaborates with Human Resource, Auditor’s office, Information Technology and Business Leaders to develop the ERP technology roadmap, ensuring effective implementation of the strategic plan in the ERP technology solutions. Stays abreast of ERP technologies to provide alternative solutions to user requirements.

4. Supports leaders in coordinating new employee enablement or cross-training Oracle Cloud services skills, projects, scoping and determining required processes, and supporting the business operations of Dallas County.

5. Facilitates systematic, concise, and effective dashboards in partnership with Data Analytics and Business Leaders for workforce reporting and ERP team analytics.

6. Leads the ERP team in the development of processes, policies and workflows for data management and maintenance, establishing internal controls and developing audit procedures to ensure data integrity, leading changes with IT for ERP application configurations and upgrades, and ensuring connectivity with internal and external systems.

7. Performs other duties as assigned.

Qualifications

Education, Experience and Training:
Bachelor’s degree in information systems, business administration or related field, or equivalent work experience. Eight (8) years of business or IT experience with a direct responsibility for technology program management, systems design, and implementation. ITIL and/or Six Sigma certification preferred. Experience in one or more of the following areas: strategic business transformation initiatives and/or major development programs, strategic planning. Proven experience with technologies such as ERP, financial systems, collaboration tools, data collection, consolidation and analytic/business intelligence tools, social networking platforms, etc. Proven experience in researching, evaluating, negotiating, and managing third-party service providers. Oracle Cloud Infrastructure (OCI) certification preferred.

Experience in leading a business unit, including demonstrated competency in:
· Leadership and stakeholder relationship management (external and internal).
· The complex analysis of business structure and processes, and the design of effective and efficient solutions to address complex business issues.
· Leading multidisciplinary work teams.
· Implementing organizational change within that department/business unit.
· Demonstrated knowledge of applicable data privacy practices and laws, and other industry-relevant regulations.
· Proven ability to architect and present technology alternatives based on a business concept.
· Demonstrates strong business acumen, understands of key business drivers for performance and growth, and the use of sound business practices.

Must possess a valid Texas Drivers License and good driving record. Will be required to provide a copy of 10-year driving history. Must maintain a good driving record and remain in compliance with Article II, Subdivision II of Chapter 90 of the Dallas County Code. Previous certification as a peace officer desired.

Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”
