We are a highly ambitious borough. Driven by culture and the innate creativity of our residents, we have developed new and innovative ways to build our communities. Our Council is relentlessly resident-focused, insight-led, digitally driven and commercially minded; a Council focused on meeting the needs of our existing and future residents.
London Borough of Waltham Forest is one of the Mayor of London’s Good Work Standard employers. This accreditation is a proof of our commitment to creating a healthy, fair and inclusive workplace. This includes fair pay and conditions, workplace well-being, skills and progression and diversity and recruitment.
About the role:
Are you passionate about delivering outstanding services that make a real difference in residents’ lives? Do you have a strong understanding of housing compliance, and the drive to ensure every resident has access to safe, well-maintained homes? The London Borough of Waltham Forest (LBWF) is looking for a proactive, organised, and solution-focused Access Manager to join our Housing Asset Team.
In this vital role, you will be at the forefront of facilitating timely access to properties for essential repairs, health and safety inspections, and statutory compliance works. Your work will help safeguard residents wellbeing, ensure legal obligations are met, and support the Council’s commitment to maintaining high standards across its housing stock. This is a key opportunity for someone who thrives on problem-solving, process improvement, and delivering a high-quality, customer-focused service..
As the Access Manager, you will take operational responsibility for managing and improving the service that ensures timely and secure access to council homes for essential repairs, health and safety checks, and statutory compliance works.
You will lead the coordination of access arrangements when contractors have been unable to gain entry through standard attempts, ensuring no property is left at risk due to missed appointments or non-compliance. Your focus will be on delivering a seamless, resident-friendly experience, while maintaining high standards of quality, efficiency, and regulatory compliance.
You will also be responsible for line managing the Access Coordinator and will play a key role in reviewing and enhancing access procedures to deliver value for money and improved service outcomes.
Key Responsibilities:
Develop and manage the end-to-end access service for council housing repairs, health and safety checks, and statutory compliance works. This includes designing, implementing, and maintaining effective access protocols to ensure that all necessary works can be carried out within required timeframes, supporting the Council’s commitment to resident safety and property maintenance.
Take the lead in resolving complex access issues, stepping in once contractors or service providers have made all reasonable attempts to gain entry. You will coordinate with internal teams, legal services, housing officers, and where appropriate, residents and their representatives, to facilitate successful outcomes and avoid delays to critical works.
Continuously assess and enhance access procedures with a focus on improving the resident experience, reducing missed appointments, and increasing operational efficiency. You will monitor performance data, identify patterns or recurring barriers, and implement solutions that drive service improvement.
Ensure full compliance with housing legislation, health and safety regulations, and internal policies, including data protection, safeguarding, and equality standards. You will be responsible for maintaining up-to-date knowledge of relevant regulatory frameworks and ensuring they are reflected in day-to-day access practices.
Deliver a high-quality, cost-effective service that maximises value for money while maintaining rigorous standards. You will work closely with contractors and service providers to ensure contractual obligations are met, budgets are respected, and residents receive a timely and respectful service.
Line manage and support the Access Coordinator, providing day-to-day guidance, coaching, and performance monitoring. You will ensure that access requests are triaged effectively, communication is clear and professional, and the team delivers a consistent and resident-focused service.
