About the Department

The Maryland National Capital Park & Planning Commission (M-NCPPC) is a nationally recognized leader in land use planning, parks, and recreation, achieving countless awards for innovation, stewardship and exemplary vision for enhancing the lives of current and future generations. The M-NCPPC, an agency of the State of Maryland, has geographic authority in Montgomery County and Prince George’s County, the two Maryland counties surrounding Washington, DC.
The M-NCPPC’s Bi-County Corporate Management Operations Division (CPMO) is seeking an Administrative Specialist II.  This position is primarily responsible for supporting the Executive Director, supervising Administrative staff in the Executive Director’s office, and serving as the Technical Writer for Agency-Wide and Specialized Meetings.

Position Duties

  • Provides direct support to the Executive Director such as coordinating schedules, managing calendars, travel arrangements, and preparing meeting materials.
  • Coordinates the activities of, and provides direction to, the administrative support staff to ensure the efficient and effective day-to-day operations of the Executive Director’s Office.
  • Prepares, reviews and finalizes correspondence for the Executive Director's signature.
  • Serves as the administrator for M-NCPPC News agency-wide email notification account.
  • Reviews various documents from subject matter experts to ensure that content is high quality, professional, and informative.Reviews internal and external websites for accurate content, clear communications, and works with webmaster to ensure timely and effective updates to information.
  • Sends emergency communications notifications by email and posts them to the external website.
  • Coordinates the preparation of collection of financial disclosures, lobbyist registrations, and activity reports, and any other compliance requirements as directed by the Executive Director.
  • Drafts and sends communications to Commissioners, Department Heads and staff on disclosure responsibilities and reporting requirements.
  • Ensures timely submission of filings and communicates with State, County, and M-NCPPC departments on reporting, information gathering, and compliance actions.
  • Coordinates Commission, Leadership Committee, Department Heads meetings, and meetings led by the Executive Director, including the preparation of agendas and supporting materials.
  • Prepares official minutes, actions, and as necessary, verbatim transcripts of Commission, Leadership Committee, and Department Heads meetings, along with any other specialized meetings as directed.
  • Analyzes and interprets multi-party discussions to write accurate and concise minutes that report on meeting discussions and decisions.
  • Ensures that all pertinent information and meeting materials are received by participants in advance of meetings.
  • Ensures recording and other necessary equipment is available and good working order for meetings.

Minimum Qualifications

  1. Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
  2. Two (2) years of progressively responsible experience in human resource management,finance or any other related field of business administration.
  3. An equivalent combination of education and experience may be substituted, which together total 6 years.


Preferred Qualifications

  • Background as a technical writer with responsibilities including but not limited to preparing meeting minutes, putting together meeting agendas, and posting meeting information.
  • Familiarity with State and County law and code with regards to lobbying and financial disclosures. 
  • Two (2) years of progressively responsible experience in human resources management, finance, or any other related field of business administration. 
  • An equivalent combination of education and experience may be substituted, which together total six (6) years.

Class Specification: Administrative Specialist II

May be subject to medical, drug and alcohol testing.

Working Conditions:

Works in an office setting; may work outdoors briefly on an incidental basis. Work is primarily sedentary and requires very light to light physical effort. May be subject to various job demands such as high volume of work and tight deadlines.
