NATURE OF POSITION
Under general direction, the Rideshare Billing Specialist supports and optimizes the Rideshare & On-Demand Transportation program by managing reporting, compliance, grant billing, and data analysis for over 1,300 riders. The role provides insights to improve efficiency, rider satisfaction, and driver performance, while collaborating across departments and with external stakeholders to evaluate performance, forecast demand, and recommend strategies that ensure program success.
Position Duties
- Develops, updates, and maintains all program forms, policies, training materials, and customer-facing documents to ensure accuracy and consistency.
- Assists the Rideshare Director in managing federal and state grant billing, including preparing documentation and reconciling financial records tied to external funding sources.
- Prepares compliance reporting and documentation for audits, including National Transit Database (NTD), WSTIP, and other agency-specific requirements.
- Compiles and prepares ridership, fare revenue, and program performance data to identify patterns, measure KPIs, and support informed decision-making.
- Coordinates scheduling of vehicle maintenance, inspections, and vendor communication to ensure fleet readiness.
- Monitors vehicle inventory, availability, and assignments in partnership with the Maintenance department.
- Manages telematics reporting, retrieves safety videos, and documents incident-related events.
- Develops, maintains, and updates program forms, policies, and training materials to ensure consistency and compliance.
- Provides ongoing customer support to program participants, resolving billing disputes, fare adjustments, and account reconciliation.
- Collaborate with other departments to ensure consistent cross-agency processes and interdepartmental communication.
- Provides back-up support to Rideshare Program Coordinators during high-volume periods, absences, and onboarding activities.
- Leads development and implementation of best practices for Washington State Rideshare programs, ensuring alignment with statewide standards.
- Assists with program promotional strategies, outreach initiatives, and customer education efforts.

KNOWLEDGE, SKILLS & ABILITIES
- Strong proficiency in Microsoft Office Suite, Smartsheet, and database management systems.
- Experience with telematics reporting tools, financial systems, and audit documentation.
- Ability to organize and interpret program data to develop clear, actionable recommendations.
- Understand and apply applicable laws, regulations, policies, and investigative methods related to transit systems, including clear documentation and reporting.
- Communicate effectively, both orally and in writing with the public, peers, and leadership; establish cooperative working relationships and deliver presentations to small and large groups.
- Work independently and as part of a team; manage time effectively, adapt to changing priorities, handle interruptions, and meet deadlines while following agency policies.

Minimum Qualifications
MINIMUM QUALIFICATIONS
Associate’s degree from an accredited institution and three-years of relevant experience in program coordination, financial analysis, data reporting or similar; or any equivalent combination of experience, training, and education. Must possess a valid driver’s license.

PREFERRED QUALIFICATIONS
Bachelor’s Degree from an accredited institution and previous transit experience. Knowledge of Washington State Rideshare best practices, policies, and compliance requirements, including familiarity with commuter programs, vanpool operations, and reporting standards.
