Position Description: Foundation Communities’ Supportive Services Team provides high-quality, client-centered services across our nine Single Room Occupancy (SRO) communities to help residents maintain stable housing and improve their overall quality of life. The Senior Operations and Data Manager plays a key leadership role in ensuring the effectiveness and accountability of these programs. This position is responsible for overseeing grant performance and financial tracking, managing data systems and program evaluation, and ensuring compliance with funder requirements. Additionally, the role leads the development and implementation of standard workflows and procedures to improve operational efficiency, and oversees the onboarding and training of new staff.

Primary Duties/Responsibilities:

  • Leads the design, implementation, and continuous improvement of operational systems that support high-quality service delivery across the supportive housing portfolio.
  • Oversees expenditures across multiple funding sources, including complex government grants; processes invoices, and tracks and analyzes spending to ensure that all programs are performing within budget. Supports budgeting and resource allocation through data-informed forecasts.
  • Monitors grant-funded activities and expenditures to ensure compliance with all funder requirements. Produces high-quality grant reports, including narrative content, budget information, and program outputs and outcomes.
  • Develops and improves data collection and program evaluation methods. Oversees the collection of resident data in Efforts to Outcomes (ETO) software. Champions a data-informed culture by promoting the use of evidence in strategic planning and daily decision-making. Ensures compliance with funder, regulatory, and organizational reporting requirements by managing data integrity.
  • Coordinates and prepares for audits, evaluations, and quality assurance reviews in collaboration with internal and external evaluators. Oversees the maintenance of complete client files.
  • Collaborates with external vendors and agencies to optimize client services and meet compliance requirements. Manages Memorandums of Understanding, insurance certificates, and client referral processes.
  • Assists with hiring, including organizing applications, scheduling interviews, and conducting onboarding and training for new staff members.
  • Supervises and oversees the Grant Program Manager, Supportive Services Data Coordinator, and other relevant staff. Duties include, but are not limited to, approving timesheets and time-off requests; performing annual performance evaluations; participating in hiring decisions for open positions; and conducting progressive staff discipline, including making termination recommendations when necessary.
  • Provides general administrative support as needed.

Minimum Requirements:

  • Bachelor’s degree in Business, Data Science, Social Work, or a related field. Equivalent combination of education and relevant experience may be considered.
  • 2+ years of experience in operations management, data systems, or program administration, preferably in supportive housing, social services, or nonprofit settings.
  • Strong financial acumen, including experience overseeing complex budgets, processing invoices, and tracking expenditures across multiple funding streams, including government grants.
  • Proven experience in grant compliance and reporting, including monitoring funder requirements, compiling outcome data, and producing narrative and budget reports.
  • Expertise in data management and evaluation, including developing data collection tools, analyzing program outcomes, and ensuring data integrity. Familiarity with Efforts to Outcomes (ETO) or similar case management/data systems preferred. 
  • Experience with audits, evaluations, and quality assurance processesideally within a housing, public health, or social service context.
  • Proficient in Microsoft Office Suite, especially Excel (pivot tables, formulas, data analysis), and other project management or data visualization tools (e.g., Power BI, Tableau, Smartsheets).
  • Demonstrated commitment to equity, inclusion, and trauma-informed practices, particularly in programs serving individuals with complex needs (e.g., homelessness, behavioral health, substance use).
  • Ability to work both independently and collaboratively, exercising sound judgment, discretion, and problem-solving skills.

 

Preferred Requirements:

  • Two (2) years of supervisory experience highly preferred.

Compensation

$70,000 - $78,000/annually
