Summary of Functions

The position will be directly supervised by the Planning Director, and will provide administrative support for Kalispel Tribal Housing Office (KTHO).  The Housing & Occupancy Specialist will be an important part of the team and will be responsible for performing the following duties among others:

Essential Duties and Responsibilities 

  • Organizes, distributes, and files paperwork for KTHO and ensures the maintenance of applicant, participant and program housing files are consistent with HUD and tribal requirements, including waiting list.
  • Answers, directs incoming calls to appropriate staff. Must maintain the highest level of customer service related professionalism in answering client related inquiries.
  • Utilize the computer, specifically Microsoft Word, Excel, Power Point and Housing Data Software (KANSO) to produce letters, reports, and spreadsheets.
  • Maintain departmental files for projects, contracts and grants.
  • Assist with administrative duties for the Low Income Housing Assistance Program (LIHEAP), BPA Weatherization Grant, Indian Housing Block Grant (IHBG) and Kalispel Tribe Renovation Program, KTHO Homebuyer Assistance Program, KTHO Rental Assistance Program.
  • Provide phone, fax and email communications as required.
  • Coordinates with the Public Works staff to provide for housing inspections, repairs & maintenance, addressing safety issues and similar activities.
  • Assist with fiscal accounting, including tracking department funds from multiple funding sources, both tribal and non-tribal.
  • Assist tribal and community members seeking housing opportunities, including provision of homeownership and financial management counseling to tribal members on housing related issues
  • Work directly with tribal and community member to complete the application process.
  • Schedules annual KTHO home inspections with tenants, and do the inspection for KTHO homes.
  • Recertifies tenant’s income annual according to HUD and KTHO policies.
  • Assist with scheduling for meetings, travel arrangements and similar tasks.
  • Ensure the protection of confidentiality for housing applicants and participants.
  • Coordinate with the Tribal Credit Office or local banks to assist member with application for housing related loans, including mortgage loans under Section 184 of the Indian Housing Loan Guarantee Program and similar financial programs.
  • Coordinates with Community Services Department, Public Safety Department and Tribal Court with concerns related to tribal housing.
  • Prepares reports and correspondence as required.
  • Represents the Tribe with local, regional and national Indian housing groups and attends related training and workshops as required.
  • Methamphetamine and Radon Testing as needed for KTHO rental properties. 

Supervisory Responsibilities

  • This job has no supervisory responsibilities.

Experience

  • A minimum of 5 years of customer service and administration experience is required.

Skills

  • Proficient in the use of Microsoft programs and other computer software.
  • English language skills, including grammar, punctuation, and spelling skills.
  • Reliability, timeliness in meeting deadlines, superior people skills, problem solving and be a goal oriented team player.
  • Must have demonstrated knowledge of homeownership, rental, down payment, loan and similar housing programs
  • Requires professional level organizational and decision making skills including the ability to coordinate and collaborate with various groups and individuals and to meet established goals and timelines.
  • Must possess a good understanding of the needs and vision of the Kalispel Tribe and be able to tactfully handle culturally sensitive issues.
  • Demonstrated ability to work effectively with Tribal officials, Tribal Member, staff, industry professionals and the general public.
  • Must qualify for a Tribal Work Permit by passing drug screening and background checks.

Other Requirements

  • Must have valid driver’s license and be eligible for automobile insurance under the Tribal insurance policy.
  • Employment is contingent upon a favorable outcome of a background investigation.
  • All offers of employment are contingent upon passing both a Kalispel Tribe of Indians and Department of Transportation/Federal Transit Authority pre-employment Drug & Alcohol screening.

Physical Demands

  • Requires the ability to lift and/or move objects weighing up to 40 pounds.
  • Significant portions of the job require extended sedentary periods; constant work with computers, including extended period of keyboarding; and repetitive motion of hands and wrists.
  • This position requires significant amounts of walking.
  • This position requires the ability to safely operate a motor vehicle.

Work Environment

  • This position is performed in an office environment, but also includes regular site visits to housing units or development projects.
  • This position requires some work to be performed outside general business hours.

Travel Requirements 

  • Local travel is occasionally required.
  • Additional travel may be required to attend out of area training.
