POSITION DESCRIPTION – Chief Financial Officer
Position Details
Job Status: Full-Time, Exempt
Reports to: Chief Executive Officer
Department: Executive Management
Position Summary
The Crisis Center of Tampa Bay brings help, hope and healing to people facing serious life challenges or trauma resulting from sexual assault or abuse, domestic violence, financial distress, substance abuse, medical emergency, suicidal thoughts, emotional or situational problems. The Chief Financial Officer (CFO) is a highly transformational role, supports this mission by providing strategic leadership and vision for the agency by working with the Chief Executive Officer, Board of Directors, and agency leadership to establish and effectively implement long-range goals, strategies, plans, and policies. The Chief Financial Officer oversees the Agency’s corporate accounting, internal financial reporting, financial planning, budgeting, forecasting and analysis, tax, and treasury. Additionally, the Chief Financial Officer oversees Information Technology Services and Facilities Management. The CFO ensures Agency’s compliance with all State and Federal statues, rules and regulations, and reporting requirements. The CFO reports directly to the Chief Executive Officer (CEO).
Strategic/Transformational Duties and Responsibilities
Leadership and Strategic Planning
- Provides financial leadership to manage the Crisis Center in the best interests of its clients and stakeholders.
- Works with executive team to establish major economic/financial objectives and policies for the company.
- Leads the agency by modeling core agency values and commitments.
- Fosters ethical and responsible decision making by Management.
- Communicates in a timely manner with the Finance Committee and the Board of Directors on material financial and accounting matters affecting the Crisis Center.
- With the senior leadership, ensures the development of a Strategic Plan for the Crisis Center to achieve the agency’s mission.
- With the senior leadership, ensures the implementation of the Strategic Plan and reports to the Board in a timely manner on progress regarding or deviations from the Strategic Plan or any parameters established by the Board.
- Involves staff and other stakeholders in the performance quality improvement (PQI) process and uses data to improve services and outcomes.
- Provides analysis and assists in the preparation of business plans for achieving strategic objectives.
Financial, Accounting and Billing Management
- Provides general supervision and management of the day-to-day financial, accounting and billing affairs of the Crisis Center within the guidelines established by the Board, consistent with decisions requiring prior approval of the Board and the Board’s expectations of Management.
- Oversees the preparation of an annual budget and monthly financial reports. Conducts variance analysis and works with leadership to complete timely corrective actions.
- With the senior leadership, ensures the development of an Annual Operating Plan including business plans, operational requirements, organizational structure, staffing and budgets that support the Strategic Plan.
- With senior leadership, ensures the implementation of the Annual Operating Plan and directs and monitors the activities and resources of the Crisis Center, consistent with the strategic direction, financial limits and operating objectives approved by the Board.
- Ensures that the Crisis Center has adequate cash to support its Annual Operating Plan and Strategic Plan.
- Oversees agency medical billing and collection activities, ensuring that all claims are processed accurately and on time and earned revenues are collected per contractual agreements.
Risk Management
- Ensures proper systems and controls are in place to identify and manage business risks and that such risks are acceptable to Crisis Center and are within the guidelines established by the Finance Committee and the Board.
- Ensures the accuracy, completeness, integrity and appropriate disclosure of the Crisis Center’s financial statements and other financial information through appropriate policies and procedures.
- Establishes and maintains Crisis Center’s internal controls through appropriate policies and procedures.
- Ensures that Crisis Center has complied with all regulatory requirements for its financial information, reporting, disclosure requirements and internal control over financial reporting.
- Ensures appropriate financial, risk, accounting and auditing policies and procedures of the Crisis Center are developed, maintained, approved, and disclosed, as appropriate.
- Oversees and directs purchasing and insurance activities for the Agency.
Other
- Oversees facility maintenance.
- Oversees IT support to the organization, including designated managed service provider and performance to service level agreement.
- Performs other such duties as may be assigned by the CEO.
Supervisor Responsibilities
The CFO oversees Finance, TransCare Billing, Information Systems and Technology, and Facilities. The CFO directly supervises the Controller, Senior Director of Billing and Reimbursement, and Information Systems Manager. Additionally, the CFO manages the contract and work performance of the information systems managed service provider. Performs supervisory responsibilities by managing and allocating employee resources in accordance with company policies, applicable laws, and company initiatives/goals. Responsibilities include interviewing, hiring, training, and developing employees; planning, assigning, and directing work (including scheduling); appraising performance; rewarding, coaching, and disciplining employees; addressing complaints and resolving problems. Acts as a change agent and develops a high-performing team in the spirit of exceptional service to all internal and external partners. This position has signing authority and manages a budget.

Education and Experience
- Bachelor’s degree from an accredited university. Master’s degree preferred. CPA required or must obtain within 12 months of employment.
- Ten (10) + years’ professional experience, with a minimum of five (5) years in a management/senior leadership capacity.
- Five (5) years’ nonprofit financial management experience that includes oversight of grants management.,
- CPA highly preferred.
- Demonstrated ability to think and plan strategically regarding the organization’s strategic plan.
- Demonstrated capacity to build and sustain high performing work teams.
- Expert knowledge of local, state, and federal regulations and requirements for business operations, including healthcare-related regulations, (HIPAA, privacy laws, CMS rules, regulations, and billing practices).
- Ability to direct and oversee preparation of financial statements, budgeting, and financial forecasting in accordance with US generally accepted accounting principles.
- Exhibits superb written and verbal communication and presentation skills and is able to communicate an inspiring mission and vision to the organization and community, specifically as it related to our financial position.
- Requires outstanding interpersonal, coaching and listening skills with the ability to communicate positively within all levels of the organization.
- Proven ability to remain objective, discrete and exercise common sense at all times. Able to develop strong, trusting relationships within department and organization.
- Thrives in a dynamic environment and is able to work on various projects simultaneously, requiring strong organizational and time management skills.
Physical Demands/Working Conditions
Physical Requirement: While performing the duties of this job, the employee is occasionally required to stand, walk or sit; use hands to finger, handle or feel objects, tools or controls; reach with hands and arms; climb stairs; balance; stoop, kneel, crouch or crawl; see; talk and hear. Assistive devices may be used as accommodation, if needed.
Working Conditions: Duties are performed primarily in an office setting, but often travels in a vehicle for meetings or events. The employee must be able to operate a computer and standard office equipment such as telephone and copier/printer. Assistive devised may be used as an accommodation, if needed.
Travel: Moderate, including regular local meetings and events with community partners and donors. For this reason, it is expected that the employee has transportation available, as needed.
Hours: M-F 8:00am – 5:00pm, plus frequent evening and weekend hours required for meetings and events.
