Job Description: The Assistant Superintendent for Personnel and Pupil Services works cooperatively with the Superintendent to develop, administer and direct sound personnel policies and procedures, assist county employees with the maintenance and upgrade of their professional licenses and salary classifications, provide relevant data for the certified report, supervise attendance, drug education, and update personnel policies and handbooks as directed by the Superintendent and serve as the county Title IX Coordinator.
Qualifications:
- Holds a West Virginia Professional Certificate
- Holds a master’s degree in educational administration/leadership studies
- Has a minimum of five years of educational administration experience
- Has demonstrated oral, written, computer and organizational skills
- Has a working knowledge of personnel, certification and Title IX laws, policies and procedures
- Has a working knowledge of WVEIS
- Demonstrated effective supervisory experience preferred.

Responsibilities: The Assistant Superintendent for Pupil Services and Personnel shall have the following responsibilities and duties:
- To demonstrate leadership to enhance school/county effectiveness in areas of responsibility.
- To provide purpose and direction for schools/county.
- To demonstrate cognitive skills to gather, analyze and synthesize information to reach goals.
- To manage group behaviors to achieve consensus.
- To enhance the quality of the total school/county organization.
- To organize and delegate to accomplish goals.
- To communicate effectively.
- To coordinate and supervise the activities of the Service Director of Attendance and Coordinator of Substance Education.
- To address legal issues in areas of responsibility.
- To act as the liaison between the Board and county, state, and federal regulatory agencies within areas of responsibility.
- To assist with the review of school staffing needs and make recommendations to the Superintendent accordingly.
- To review and rate candidates’ credentials for employment purposes and make recommendations to the Superintendent accordingly.
- To review credentials of candidates for extra-duty assignments and make recommendations to the Superintendent accordingly.
- To prepare information regarding dismissal and/or suspension of personnel for the Superintendent.
- To prepare all leave of absence requests for the Superintendent’s approval.
- To maintain personnel records as required by state law and county policy.
- To ensure that all personnel are properly licensed for their assignments.
- To maintain current licenses on all professional and applicable service personnel.
- To advise staff regarding the expiration of their certificates and appropriate course work for renewal purposes.
- To attend all state and local certification meetings and disseminate information, as appropriate.
- To determine service personnel’s eligibility for additional compensation based on post-secondary training.
- To coordinate the Beginning Teacher and Beginning Principal Internship Programs.
- To maintain computerized tracking systems for licensure applications, employee status changes, service personnel compensation for advanced training, extra-curricular positions, aides’ supplemental assignments, and substitute teachers and service personnel.
- To recommend the reclassification of service personnel in accordance with law.
- To coordinate and disseminate personnel information.
- To monitor and update county policies and procedures in accordance with current legislation and West Virginia Department of Education rules and regulations.
- To counsel, upon approval by the Superintendent and request of the immediate supervisor, any employee who is having difficulty in her/his job assignment or who has received an unsatisfactory rating or unfavorable comments on the evaluation.
- To maintain, update and distribute the Employee Handbook, Job Description Handbook, Extra-Duty Handbook, and Substitute Handbook.
- To provide accurate information for completion and submission of the certified report and other reports regarding personnel.
- To administer a substitute employee program including employment, assignment and evaluation processes.
- To supervise and evaluate personnel secretaries.
- To develop and/or update policies, procedures, and regulations in areas of responsibility and propose amendments to the Policy Manual, as deemed appropriate.
- To maintain State Superintendent’s interpretations, State Attorney General’s opinions, and grievance, Circuit Court and Supreme Court decisions.
- To serve as Level II hearing officer.
- To assist newly employed personnel, as necessary.
- To maintain professional work habits.
- To maintain and upgrade professional skills.
- To perform other duties as assigned by the Superintendent.
