Planning and Technical Services - Planning, Design & Construction Group
Position Duties
- Follows Industry and DFM PTS Standards to manage assigned projects, prepare, work and track grant applications and projects.
- Construction Management and Contract Administration, and project leader for multiple Capital Construction projects by guiding the actions and performance of privately contracted services, both professional and nonprofessional, and agency staff (district project managers, district facilities managers, supervisors, and trades staff) to obtain desired outcomes that will directly impact the Department of Human Services programs statewide.
- Serves as the subject matter expert on complex architectural / engineering drawings and specifications submitted by privately contracted professionals and ongoing construction projects assigned to verify State and Agency/Department standards, Program Plan and Master Plan criteria, and regulatory codes and applicable standards are met (per current industry standards).
- Management and peer’s agencies widely rely on the position’s knowledge and expertise for bidding and construction.
- Determines changes to documentation and construction when requirements are not satisfied.
- Utilizing State Building Policy and Industry knowledge.
- Writes, reviews, advises, and trains Project Administrators (if needed) in selection, fee negotiations and writing contracts for professional and nonprofessional consultants for assigned Capital Construction and Controlled Maintenance, projects following statutory requirements, State fiscal rules and State building program protocols.
- Utilizing judgment necessary to engage the most highly qualified firm within the available budget.
- Advise others on the proper processes and procedures for the selection of consultants if needed and ensure State requirements are followed.
- Creates all Office of the State Architect (OSA) forms for projects assigned from start of project close-out. Responsible for all OSA/SBP forms paperwork, and adherence on all assigned projects.
- On all assigned projects, direct the activities of agency staff (local Project Administrators), estimating and construction activities for work accomplished at various locations throughout the state.
- Reviews work, providing expertise in the field, giving direction on how work shall be accomplished, assisting in solving problems encountered, and evaluating the results of actions taken by others.
- Supervises assigned staff, and has leadership oversight of the assigned team.
- Evaluates performance; completes and signs mid-year and annual performance plans for assigned employees; rewards outstanding performance, and when appropriate initiates performance improvement plans.
- Approves leave slips.
- Provides performance feedback to the appointing authority when disciplinary action may be warranted.
- Ensures staff are trained to perform successfully.
- Facilitates employee grievances.
- Begins the hiring process, interviews applicants, and recommends hires, promotions, or transfers.
- Manages workflow process & assignments
- Monitors procedures for accomplishing designs and constructions projects to ensure fiscal and State Building Program rules are followed.
- Financial limitations established by statute are not exceeded by evaluating and/or leading team members in preparation of construction cost estimates and contracting procedures for projects and by reviewing documents provided by consultants, contractors, and subordinates.
- Work with contracts administration to satisfy all posting and bid and other requirements in CORE.
- Participates in the preparation of facility program plans (FPP) and facilities master plans (FMP) for individual Agencies/Programs and the Department as a whole by assisting in the development of planning reports, project cost estimates and the Division’s goals for facilities.
- Meets program delivery and assists in the development of the annual Capital Construction and Controlled Maintenance budget requests which are necessary to meet facility requirements.
- Provides construction administrative services for assigned Controlled Maintenance, Capital Construction and Capital renewal projects (monitoring activities of privately contracted project managers, when applicable).
- Verifies and reports project cost controls and monthly pay applications, by recommending remedial measures, by monitoring changes to projects, by conducting final inspections, by accepting, (subsequent to review), project warranties, as-built documents and by overseeing close-out procedures and accepting completed projects.
- This position will also advise others.
- On projects assigned - Responsible for all inspections, applications, and processes similar to permitting to administer all project code review activities.
- Serves as the construction application and permit coordinator.
- Organizes and coordinates all project inspections to ensure that the project meets the provisions of all applicable building codes, state statutes and agency standards.
- Maintains project inspection reports for capital projects.
- Integrates building commissioning processes into capital construction processes.
- On Budget requests – Annually attends the OSA meeting and check for any legislative, OSPB and OSA updates to annual budget request (CC and CM) instructions and forms.

Minimum Qualifications
Applicants must have eight (8) years of professional experience managing architectural, engineering or construction projects. This experience must have included working with MS Office, Adobe Acrobat (PDF Markup) and Google Suite and reading and interpreting floor plans and drawing sets. Education and Experience:
A combination of related education and experience managing architectural, engineering or construction projects that included working with MS Office, Adobe Acrobat (PDF Markup) and Google Suite and reading and interpreting floor plans and drawing sets equal to eight (8) years. You must attach a copy of your transcripts/apprenticeship to this job application. Your unofficial transcripts/certification of completion must include your name, college/school name, type of degree/certification received and date the degree/certification was received/conferred.
Preferred Qualifications
Experience with taking a construction project from concept through design, bid, construction and close out;
Experience with AutoCAD;
Experience working with the Office of State Architect (OSA) process and forms;
Experience working with Building Codes (IBC, NFPA, ADA, etc.);
This position supports projects for all CDHS facilities within the PTS group. Familiarity and/or knowledge of healthcare, Youth Services, assisted care living and geriatric care along with program philosophies such as the EDEN alternative philosophy, trauma responsive care, etc. in care environments is desired.
A working knowledge and experience with sustainability trends and practices in the building industry are also desired.
Knowledge of the treatment programs and overall mission of the DHS.
The unique knowledge of both architectural and engineering systems fundamentals
- Established experience in institutional projects and writing budget requests.

Must possess and maintain a valid non-restricted Colorado driver’s license.
Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site to perform daily duties. Travel to training and meetings. On occasion, this position travels to other districts.
Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
Must successfully pass a Tuberculosis (TB) test.
This position is classified as a critical position.
