The Financial Aid Counselor is responsible for the administering programs of financial aid to students including Federal Direct Student Loans, Direct Parent Loans, Private Loans, and Federal Work Study. This includes processing, disbursing and reconciling loan funds in a timely and accurate manner as well as coordinating receipt of required documents and providing loan counseling. The Counselor oversees and directs the Federal Work Study program and is the main contact for students as well as supervisors. The Counselor is expected to maintain current working knowledge of all related programming, regulations, and guidance in order to develop necessary procedures to ensure effective and efficient operation of the aid programs. They serve as a counselor to students and parents, and as a representative of the College in all matters related to student aid. They may also coordinate other financial aid activities, and/or provide back-up for financial aid colleagues.
Occasional meetings at different CCC locations and in the community may be required; travel to conferences and/or recruiting events may be required. Prolonged time sitting/standing working with computers and monitors, ability to walk/move across campus including walking up and down stairs, ability to lift up to 20 pounds (occasionally may be more), repeated motions may include keyboard typing. Typical office and indoor building environments, occasional outdoor activity may be required. Position Duties
Program Management (45%) -
- Management and Oversight of Student/Parent Loan Processing (Federal and Private).
- Originate, disburse and reconcile (monthly) all federal and private student and parent loan programs according to federal regulations.
- Ensure timely cash flow and disbursement of loan proceeds to student accounts.
- Establish and document procedures, research regulatory requirements, and verify accuracy of eligibility calculations
- Collaborate with students, staff, and other appropriate contacts to address any problems in materials submitted.
- Perform regular quality assurance and data integrity checks against student data to ensure compliance and consistency.
- Facilitate effective communication between the Financial Aid Office and other offices such as Student Accounts and Enrollment Advisement Center.
- Execute reporting to identify undisbursed or over/under disbursed funds and take necessary steps to address the appropriate resolution.
- Management and Oversight of the Federal Work Study Program.
- Develop job opportunities for eligible students and ensure compliance with program requirements including accurate job descriptions, community service, and literacy requirements.
- Develop and maintain the work-study handbook.
- Monitor work study earnings and maintain records of earnings.
- Participates in training to stay current with regulations and requirements from the Department of Education, the Department of Labor and other regulatory entities.
- Compiles data and information for submission of the annual Federal Application and Fiscal Operation Report (FISAP), required for continued participation by the College for the federal work study program.
Application Processing and Award Packaging (20%) -
- Applies knowledge of the eligibility requirements of all aid programs, program procedures, as well as institutional procedures for aid programs.
- Review all students who are registered for summer coursework for financial aid eligibility and complete packaging and processing of awards.
- Assist with reviewing and processing of financial aid form.
- Process outside scholarship by updating student’s financial aid packages according to federal regulations and college procedures to ensure that student is not over-awarded or duplication of benefits.
- Assist with processing of SUNY Cross Registration.
Customer Service/Counseling (30%) -
- Participate in meeting the guidance and informational needs of students and families through individual counseling, written correspondence, training sessions and orientation programs.
- Advise prospective and returning students and families regarding financial aid options, application processing, and other regulations related to federal and state financial aid.
- Engage in pro-active efforts to assist students in the completion of their applications and the financing of their education.
- Support retention activities by providing financial aid information at campus open houses, area schools/events and on campus for current students.
- Respond to inquiries with accurate information and high quality of customer service.
- Be available to assist students and families as needed. This includes phone, walk-in, and appointment counseling.
- Assist in the development and maintenance of written communications geared toward our students/families in the form of web pages, brochures and flyers.
General Responsibilities (5%) -
- Continued growth and development in the field of financial aid, engaging in professional associations through appropriate activities at meetings, webinars or conferences at the regional or state level, as a volunteer, participant, presenter, as needed for the purpose of advancing the goals of Corning Community College, determining and implementing best practices, remaining current in the field, and incorporating this knowledge into practice.

Minimum Qualifications
- Demonstrated knowledge of federal and state financial aid regulations and federal need analysis is necessary.
- Computer experience using word processing, spreadsheet, electronic calendar, and e-mail software applications in addition to experience with Microsoft Office or similar software products required.
- Ideal candidate will be skilled at communicating with a diverse range of individuals, energetic in reaching out to prospective and current students.
- Demonstrates commitment to accomplishing work in an ethical, efficient, and cost-effective manner.
- Ability to effectively convey information verbally and in writing, demonstrate effective listening skills, and display respect for and openness to other people’s ideas and thoughts.
- Must possess excellent oral communication skills, writing, time management, and organizational abilities that demonstrate proactive problem solving and convey a professional and enthusiastic attitude.
- Responsible for providing high quality correspondence, informational materials, and program documentation, and maintaining the confidentiality of all information.
- Demonstrated customer service experience and ability to work in a team setting with all levels of management, faculty, and staff.
- Ability to accept changes to job requirements, policies, workload, etc., as well as learn new methods, procedures, or techniques resulting from change with the ability to clearly approach problems and find solutions.

Other Qualifications
- Associates Degree
- Two (2) years of financial aid experience or equivalent experience in higher education.
Preferred Qualification
- Bachelor’s Degree and higher education experience.
- Banner financial aid knowledge preferred.
