Avineon is seeking a Senior Budget Analyst to add to our team. The Senior Budget Analyst will examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
Duties and Responsibilities:
- Analyze budgeting and accounting reports for completeness, accuracy, and conformance with procedures and regulations.
- Analyze budgeting and accounting systems and provide program recommendations to support operational resourcing for programs, including funding, personnel, facilities, infrastructure, and training.
- Develop and manage multi-year budget plans aligned with strategic objectives and mission priorities.
- Assist in the development of Program Objective Memorandum (POM) and Unfunded Requirements (UFR) documentation, ensuring proper justification for initiatives or disconnects.
- Coordinate with program offices to forecast funding needs for operations, acquisitions, and R&D initiatives.
- Manage and provide status updates and recommendations for funding execution throughout the fiscal year
- Monitor execution of funds to ensure compliance with law and fiscal policy.
- Advise senior leadership on budgetary impacts, trade-offs, and resource allocation strategies.
- Utilize DoD financial systems to input, track, and report budget data.
Education, Skills, and Experience Requirements:
- Bachelor’s degree from an accredited university or college.
- Minimum of 10 years of relevant experience.
- Master’s degree may be substituted for relevant experience.
- Essential skills include strong analytical abilities, proficiency in Microsoft Excel and budgeting software, attention to detail, and effective communication.
- Experience in operational resourcing, including managing funding, personnel, facilities, infrastructure, and training allocations.
Preferred Qualifications:
- Prior military experience in financial management, budget analysis, or strategic planning is highly valued and will be favorably considered.
- Familiarity with DoD budgeting processes and federal appropriations law.
- Experience supporting military operations, acquisitions, or interagency coordination is a plus.
- Certifications such as a Certified Government Financial Manager (CGFM) or Certified Public Finance Officer (CPFO) are a plus.
Security Clearance Requirement:
- Must hold an active Top Secret clearance with SCI eligibility. Must meet Special Access Program (SAP) eligibility requirements.
Compensation:
Salary range of $95,000 to $105,000 with benefits including health insurance, dental insurance, life insurance, disability insurance, 401k plan with matching contribution, tuition reimbursement, fitness club reimbursement, paid holidays, and paid personal time.
