Description: Human Resource Specialist / Financial Secretary The Human Resource Payroll Specialist is responsible for conducting daily Human Resources activities with an emphasis on payroll/general HR for the Capital School District, including matters involving employees or prospective employees; and ensuring that all matters are handled according to district policies and procedures and meet all state and federal legal requirements. The position acts as a thought partner to the Human Resource Director and/or Chief Financial Officer, to ensure that all Human Resources activities are conducted accurately, efficiently, and effectively.

Minimum Qualifications:
- High School Diploma or general education degree (GED); some college preferred
- Five years of successful State of Delaware payroll processing. Experience with a K-12 school district or merit agency strongly preferred.
- Full proficiency in the PHRST systems, and policies and procedures
- Proficiency with Microsoft Office
- Human resources experience, including knowledge of benefits and onboarding processes preferred
- Experience with FMLA, short term disability, and workers compensation
- Skill in collecting, compiling, evaluating and analyzing information from a variety to sources
- Skill in oral and written communication and the ability to handle questions and concerns with speed and confidentiality
- Ability to work effectively and efficiently in managing multiple priorities
- Ability to prepare clear and concise reports
- Ability to thrive in a fast pace environment and multi-task without sacrificing attention to detail
- Ability to perform responsibilities with minimal supervision
- Ability to set priorities and work under pressure
- Discretion and confidentiality
Essential Duties and Responsibilities:
- Enter employee payroll data into PHRST and perform all payroll functions, including payroll funding adjustments for 10, 11 and 12 month employees
- Provide backup with new hires and update employee data in the State of Delaware Payroll Human Resource Statewide Technology (PHRST) for HR and benefits
- Assist with and backup:
- FMLA and leave of absence requests
- Retirement processes
- Employee status changes
- Short term disability program
- Workers Compensation program
- Provide backup for enrolling employees in benefit plans (e.g., health, vision, dental etc.) and serve as the liaison between employees and service providers
- Maintain personnel files as required by law
- Ensure that all employment and related forms, verifications, etc. are effectively and efficiently managed on behalf of the district
- Respond to employee’s questions and resolve issues in a timely and professional manner
- Assist in the development and implementation of HR policies and procedures
- Communicates in a positive manner with all staff, parents, and community members through phone calls, emails and personal contacts
- Collects information, organizes, types and proofreads a variety of documents including manuals, guides, policies, letters, and other written communication.
- Follows operations and fiscal policies and procedures as established by the State and his/her supervisor and the Board of Education
