PLANNING DEPARTMENT 

Compensation Details:

  • GRADE: 40N
  • MINIMUM ANNUAL SALARY / B.O.Q: $116,674

Serves as the City Planner as required by the City Code of Ordinances and Growth Management Director.  Responsible for the overall management, administration and supervision of the staff and work activities assigned to Planning and Zoning, 

ESSENTIAL FUNCTIONS (Without Accommodation):

  • Able to read, speak, write and understand English in order to administer the land development regulations and the Comprehensive Plan.
  • Able to see in order to operate a computer and read necessary documents in order to perform the duties as specified in this job description.
  • Able to work at least a forty (40) hour workweek and additional hours as required.

EQUIPMENT TO BE USED:

  • General office machines including copier, fax, scanner; personal computer and related software; GIS; database systems; project management and Egovernment scheduling application, and SUNGARD applications..         

ENVIRONMENT:

  • Mostly air-conditioned office; occasionally outside.

DUTIES/TASKS/JOBS

  • Directs and coordinates staff work assignments related to Planning and Zoning.
  • Administers land use/zoning regulations and comprehensive plan and is responsible for the interpretation of the Land Development regulations and reporting of the same to the City Attorney. 
  • Chairs public hearings for the Development Review Committee and manages staff serving the Planning Board and other boards as assigned.
  • Develops and implements departmental policies and procedures, and as necessary writes administrative determinations, co-authored by the City Attorney, to clarify the application of the Lane Development Regulations. 
  • Prepares and presents agenda items in compliance with City’s Code of Ordinances and LDR for City Commission to include recommendations for additional code requirements and amendments to existing codes.
  • Confers, meets with and corresponds with the public, developers, contractors, architects, planners and other department heads to resolve problems, facilitate redevelopment activity and projects, and other code-related issues. Coordinates with the Key West Housing Authority as their staff administers the implementation and auditing of the City’s Workforce Housing Ordinance. 
  • Attends Planning Board meetings to serve this important advisory and decision-making body, and facilities staff services to various special City advisory boards and citizen groups created from time to time by the City Commission. 
  • Responsible for the development of amendments to the Land Development Regulations, other ordinances affecting community development, annexation and miscellaneous planning studies. 
  • Supervises the development and administration of grant applications and grant programs applicable to the Planning Department. 
  • Assures Building Permit application compliance with relevant Planning approvals through coordination with Chief Building Official. 
  • Prepares and monitors departmental budget. 
  • Performs and coordinates special projects assigned by the Growth Management Director or designee.
  • Responsible for maintenance of the Planning Department database including the Building Permit Allocation System (BPAS). 

REQUIRED KNOWLEDGE/ SKILLS/ ABILITIES/ QUALIFICATIONS:

  • In depth knowledge of the theory, principles and techniques of the planning profession and development process. 
  • Expertise of federal, state and local laws, ordinances and codes pertaining to a wide variety of planning topics, inclusive of the state of Florida Area of Critical State Concern Statute and particularly Key West Area of Critical State Concern. 
  • Thorough understanding of personnel management principles, including supervision, training and performance evaluation. 
  • Extensive experience with methods and techniques of research and analysis. 
  • Considerable knowledge of the principles of budgeting finance. 
  • Awareness of real estate terminology, laws, practices, principles, and regulations. 

Required Skills:

  • Knowledge of process and procedure for interaction with Florida Department of Economic Opportunity, especially as it relates to Comprehensive Plan Amendment, Land Development Regulation revisions and Development Orders.
  • Knowledge of computer applications including Microsoft Office, Internet applications, and GIS. 
  • Effective and persuasive leadership comfortable with all levels of staff, public and others. 
  • Proven management skills and ability to manage day-to-day operations. 
  • Strong written and oral communication skills, including the editing, oversight or preparation of technical reports, and the presentation of information to government entities and carious committees. 
  • Strong interpersonal and public relations skills to work effectively with various officials, staff, citizens and other customers. 
  • Strong organizational skills.
  • Ability to understand and manage high-profile, sensitive or controversial political situations. 
  • Strong problem-solving and negotiation skills.
  • Ability to exercise sound and independent judgment within general policy guidelines. 
  • Knowledge of Spread Sheet Applications, Data Base Management Systems, GIS or ability to learn the same. 
  • Ability to read and understand site plans and architectural floor plans. 
  • Knowledge of current construction practices including legislation changes affecting local codes. 
  • Must possess and maintain a valid State of Florida driver’s license.
  • Planning experience in the state of Florida is preferred. 

Minimum Qualifications

  • Bachelor’s degree in Urban Planning, Public Administration, or a related field and 10 years of progressively responsible planning or senior management experience; or
  • Master’s degree in Urban Planning, Public Administration, or a related field and 5 years of progressively responsible planning or senior management experience.
  • At least 4 years of the required experience must be in a supervisory capacity.
  • American Institute of Certified Planners (AICP) Certification is required, or must be obtained within three (3) years of hire.
  • Experience in private sector planning or management is preferred.
  • Preference may be given to applicants who exceed the minimum requirements.
