About the Department
Under general supervision, the Facilities Maintenance Supervisor provides technical and logistical support while overseeing daily maintenance operations. This role supervises contractors and internal maintenance crews to ensure work is completed efficiently, safely, and according to schedules and operational needs. The Supervisor performs skilled building operations, including inspections, repairs, preventative maintenance, troubleshooting, and emergency response. The position also maintains accurate records and may require shift work, including weekends and holidays.
The Facilities Maintenance Supervisor must possess strong technical knowledge of building systems, effective leadership skills to supervise teams, excellent problem-solving abilities for timely maintenance and emergency response, and strong organizational skills to manage schedules and records - all essential to ensure a safe, efficient, and reliable facility operations that support the Harris County Toll Road Authority's mission.
Duties and Responsibilities:
The incumbent is responsible for executing the duties and responsibilities listed below and other duties as assigned. Some positions may require working before, during, or after an emergency or disaster at the department's discretion.
- Coordinates and supervises daily maintenance activities with contractors and the HCTRA Maintenance crew. Organizes and adjusts work assignments based on operational needs, ensuring tasks are completed efficiently, safely, and in compliance with standards.
- Inspects and evaluates maintenance work performed by contractors and HCTRA Maintenance crew, including signage, lighting, and building systems, identifying issues and ensuring timely repairs.
- Assists with the development of maintenance and repair specifications, and supports bid evaluations for proposed work. Performs additional maintenance tasks or special projects as required.
- Maintains daily logs and records for all maintenance contracts (e.g., mowing, sweeping), prepares technical reports as needed, and manages contractor contact lists and electronic databases for reporting and tracking.
- Coordinates hazard and debris removal, troubleshoots facility issues, directs acquisition of necessary materials and supplies, and implements practical solutions to ensure continuity of operations.
- Responds to emergency situations (e.g., floods, hurricanes, freezes), performing or coordinating a range of maintenance-related tasks to restore and maintain facility operations.

Position Duties
Education and Experience:
- High school diploma or equivalent and minimum four (4) years of experience in facilities maintenance, building operations, or a related field, including at least two (2) years in a supervisory or lead role. AND
- A valid Texas driver's license. AND
- Must demonstrate proficiency in preventive maintenance, troubleshooting building systems (e.g., HVAC, electrical, plumbing), coordinating with external vendors, and responding to facility emergencies.
Associates degree or technical certification in facilities management, building maintenance, construction management, HVAC, electrical, or a related field.
OSHA 10 or 30 certification.
Knowledge, Skills, and Abilities:
- Knowledge of safety precautions necessary to operate and maintain equipment and perform general labor and maintenance work safely.
- Working knowledge of mechanical, plumbing, and HVAC systems to supervise maintenance and ensure compliance with safety and operational standards.
- Proficient in Microsoft Word, Excel, and other computer programs for documentation and reporting.
- Ability to oversee and coordinate construction, installation, alterations, maintenance, and repair by skilled trades personnel and contractors.
- Ability to safely and efficiently use hand tools, powered tools, and equipment as needed.
- Strong communication and interpersonal skills to interact effectively with supervisors, coworkers, contractors, and vendors.
- Ability to take charge of technical responsibilities while keeping management informed of actions and results.
- Skilled in troubleshooting, identifying problems, and recommending corrective actions.
- Ability to coach and mentor employees and contractors in proper maintenance techniques and safety practices.
- Ability to complete different types of forms, documents and records, and to assist with and complete maintenance records on vehicles and equipment.
Physical Demands:
Medium work - Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.NOTE: Qualifying education, experience, knowledge, and skills must be documented on your job application. Minimum Qualifications
Position Type and Typical Hours Work:
Typical hours are Monday through Friday in a full-time capacity, with exact hours varying based on departmental agency needs; weekend and holiday work may be required.
Emergency situations may require additional hours.
This position is considered essential personnel and is subject to being held over or working extra shifts as needed during times of emergency, declared disasters, or as needed to support critical business functions and to provide services for the benefit of the public while other governmental offices could be or are closed.
