JOB SUMMARY:
Under the direction of the Parks Manager, assists in supervising the maintenance program for recreations fields and facilities, and supervises and coordinates the administration of the City’s youth and adult athletic programs. The incumbent develops short and long-range goals for programs and establishes and implements policies and procedures pertaining to the effective and efficient operation of the City’s athletic programs and events. The incumbent works closely with the youth sports organizations and Broward County Schools. The incumbent plans and organizes recreational athletic activities, leagues, tournaments, and instructional and competitive programs and events. The incumbent supervises subordinate personnel involved in developing and implementing the activities in the assigned areas of responsibility and in the maintenance and repair of fields and facilities. Work is reviewed through written reports, observation of work styles, interaction with manager, and employee performance evaluations.

ESSENTIAL JOB FUNCTIONS AND RESPONSIBILITIES:
  • Develops, schedules, and coordinates new and existing youth and adult athletic leagues, programs, camps, clinics and tournaments.
  • Oversees scheduling, maintenance, permitting, and inspections of athletic fields and facilities to ensure maximum participation and use.
  • Supervises and oversee athletics programs, athletic staff, maintenance programs and maintenance staff.
  • Works closely and serve as a liaison with all city youth sports organizations, including participation in the Hollywood Sports council.
  • Assists administrative personnel in writing, implementing and administering grants.
  • Surveys community needs to identify possible programs and activities relating to athletics.
  • Assists with writing work orders and coordinating field and facility maintenance with the Public Works Recreation Maintenance staff.
  • Oversees the collection of fees, implementation and administration of the Department’s money handling policy. 
  • Performs supervisory work of employees involved in athletic programs.
  • Oversees background checks of employees and volunteers involved in athletic programs.
  • Conducts performance evaluations for employees at facilities where athletic programs occur.
  • Develops sponsorship and promotional opportunities and promote city sports programs with community groups, clubs, media and organizations.
  • Coaches, umpires and/or officiates for teams, clinics, camps or athletic events when necessary.
  • Prepares budget estimates, goals and objectives, and records and reports for the Athletics and Maintenance Divisions.
  • Oversees the permitting and preparation of field and facility usage with the Broward County Schools.
  • Responds to public inquiries and patron concerns.
  • Effectively and positively represents the City in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability, political affiliation or belief, or sexual orientation.
  • Establish and maintain effective and professional relationships with work colleagues, supervisors and managers.
  • Performs related work as required for this position description only.

Position Duties


Required:
Bachelor’s Degree from an accredited college or university in Parks and Recreation, Physical Education or related field and five (5) years of progressively responsible supervisory experience in athletic programming
 
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
 
Preferred:
Certified Parks and Recreation Professional
 
CERTIFICATES, LICENSES, REGISTRATIONS

  • Certified Parks and Recreation Professional designation (preferred). 
  • Valid Driver’s License: With proof of automobile insurance 
  • Background Check: Must have an acceptable background record
  • Driving Abstract: Must have an acceptable driving record
KNOWLEDGE, SKILLS, AND ABILITIES:
  • Knowledge of the principles and objectives of parks and recreation administration andathletics.
  • Knowledge of the current trends and objectives in parks and recreation andathletics.
  • Knowledge of the facilities and equipment needed in park areas, recreation facilities, and athletic facilities.
  • Knowledge of the principles of supervision, organization and administration.
  • Ability to identify and select athletic and recreation activities suitable to individual and group needs in order to develop a satisfactory community program
  • Ability to successfully plan comprehensive recreation and athletic programs for all age groups.
  • Ability to analyze the needs of the community for program development and implementation using staff and volunteer organizations.
  • Ability to administer market and evaluate athletic programs suited to the needs of the community.
  • Ability to establish and maintain effective working relationships with children, adolescents, subordinates, municipal officials and the public.
  • Ability to plan, organize and administer multiple programs and projects simultaneously.
  • Skill in preparing written reports.
  • Skill in effectively using both verbal and written communication methods.
  • Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers and the public.
PHYSICAL DEMANDS:

Minimum Qualifications

Required Education and Background Information: Look over the announcement carefully to determine your eligibility. Please note minimum education and experience requirements. Evidence of a GED test score is required if submitted for high school diploma. Examination: Depending on the number of applicants and the quality of their education and experience, the examination may consist of one or more of the following tests: written examination, performance examination, education and experience evaluation, oral examination and/or other job related examinations.
 
You will be notified of the time and place of your examination when you file or later by mail. A passing grade is required on each part of the process. Repeated participation in any examination for which the same test is used is limited to once every 6 months. Your examination results will be sent by email as soon as possible after the grading is completed.
 
Final passing grades are used to determine a candidate's position on the eligibility list of successful candidates. Departments fill vacancies from this list. The top three names are considered for each vacancy unless otherwise modified. Those not appointed are returned to the eligibility list for further consideration in accordance with the Civil Service Ordinance. Your name will remain on a register for one year for open competitive examinations and two years for closed competitive except where labor contract conflicts.
 
Your name may be removed from an eligibility list prior to one year according to Hollywood's Civil Service Ordinance or labor contracts. Your eligibility may be canceled if you refuse a position or if you are not available for work. You are responsible for notifying the Employment Office, in writing, of any change in your address or telephone number.

Other Qualifications

All successful applicants will be required to pass an extensive background which may include criminal history searches, driving history checks, credit report, courthouse searches, education verification, employment verification, professional license verification, or other search methods as deemed necessary for the position. In addition, the applicant will be required to undergo a medical examination, which may include a drug screening, prior to appointment.

Applicants who are considered for employment will be required to pay $55.00 for the FDLE Level I background investigation.

EMPLOYMENT OF RELATIVES:  The City of Hollywood has an Ordinance which regulates the employment of relatives of City employees.   Effective January 28, 2008, a relative may only be hired under the following additional conditions:
 

  • The relative must have competed in an appropriate examination process as determined by Human Resources and be placed on a civil service eligibility list;
  • The relative must be among the top three ranked candidates available on the certified eligibility list unless expanded by the Civil Service Board;
  • The Department or Office Director and the Director, Human Resources must demonstrate that it is in the best interests of the City of Hollywood to hire the relative of a public officer or employee.
 
As of 12/15/2005 the City will require all newly hired employees to sign an affidavit affirming non-usage of tobacco or tobacco products within the last year prior to submission of application and will continue to be a non-user of tobacco products throughout employment with the City of Hollywood.
