The Director of Membership provides support and input for the organization’s strategic membership strategy regarding data collection, membership record management, and processes. The Director is responsible for the supervision, direction, and management of all activities related to the processing of OEA membership applications and dues collection and provides support to leadership and governance.

 

ESSENTIAL FUNCTIONS

  • Manage the daily operations of the Membership Department. 
  • Establish and implement departmental goals, objectives, policies, internal financial controls, and operating procedures. 
  • Plan, direct and coordinate the annual processing of the state membership information; monitor and analyze monthly operating results against budget.  
  • In collaboration with other Association divisions, provides membership data and analysis of membership trends and benchmarks for measuring the financial and operating performance of the Association.  
  • Oversee the preparation and review of the monthly membership closing in accordance with established criteria; perform monthly analysis of budget variances.   
  • Manage the dues collection process; monitor delinquent locals and provide oversight for past-due collections.
  • Prepare regular and special reports for senior management and governance.  
  • Assist the OEA Secretary-Treasurer in an overall effort to improve the use of best business practices for reconciling membership and provide training to local associations. 
  • Recommend, maintain and test updates to the electronic membership system and cultivate strong, cooperative working relationships with the OEA and the National Education Association (NEA) data teams. 
  • Oversee state membership security administrator with NEA’s national membership database system.   
  • Oversee membership system report development. 
  • Oversee training of managers and other staff on the membership processing system.
  • Manages, supervises, and directs assigned personnel as appropriate.
  • Serve as a member of the OEA's management team and perform such management, supervisory, and administrative functions as may be assigned.
  • Manage special projects and other assignments, and performs other duties as assigned.

 QUALIFICATIONS (PURPOSE SPECIFICATIONS)

 

Education, Experience and Training:

Bachelor’s degree in business administration or accounting, MBA preferred; five plus (5+) years of progressively responsible client relationship and financial experience, preferably in the areas of: accounts receivable, billing and collection, and utilizing a membership database system; supervisory experience preferred.

Required Knowledge, Skills, Ability:

  • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, accounts receivable modeling, leadership technique, data-entry production methods, workflow and phone system management, management and coordination of people and resources.
  • Customer and Personal Service - Knowledge of principles and processes for providing customer and personal services.  This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Economics and Accounting - Knowledge of economic and accounting principles and practices, the financial markets, school funding issues, and the analysis and reporting of financial data.
  • Critical Thinking - Using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems.
  • Monitoring - Monitoring/assessing performance of yourself, other individuals, or organizations to make improvements or take corrective action.
  • Team-building Skills - and sensitivity and commitment to a diverse and unionized workplace.
  • Outstanding organization skills - with demonstrated ability to multitask and recognize established priorities.
  • Oral/Written Comprehension - The ability to listen to and understand information and ideas presented through spoken and written words and sentences.
  • Oral/Written Expression - The ability to communicate information and ideas in writing and speaking so others will understand.
  • Problem Sensitivity - The ability to tell when something is wrong or is likely to go wrong.  It does not involve solving the problem, only recognizing there is a problem.
  • Willingness and ability to work evenings and weekends, and/or extended hours.
  • Position requires occasional in-state and out-of-state travel to carry out essential functions.

Physical Requirements:

Ability to maintain physical condition and stamina appropriate to the performance of assigned duties and responsibilities, which may include sitting for extended periods of time and operating assigned office equipment, and other duties as assigned.   This position is a high-level staff position whose primary duty consists of the performance of office work directly related to the management of OEA and is not a production position.

 

AUTHORITY AND RELATIONSHIPS

This position reports to the Assistant Executive Director - Business Services (Chief Financial Officer).  Directly supervises and evaluates assigned Associate staff.

OTHER INFORMATION

Salary is commensurate with experience. Fringe benefits include paid vacation, sick leave, health insurance, paid holidays and retirement plans, including 401(K). This position is a management position, exempt from the bargaining unit.
