Boulder County Housing Department is seeking to hire 2 (two) Housing Choice Voucher Specialists. The Housing Specialist plays a key role in supporting Boulder County Housing Authority’s mission by administering Housing Choice Voucher (Section 8) programs and ensuring clients have access to safe, affordable housing. This role manages a caseload of up to 250–275 households and involves working closely with clients, landlords, and community partners to provide accurate program information, maintain compliance, and deliver high-quality service.

These are full-time, benefited positions that will work Monday - Friday 8:00am - 4:30pm. Flexible schedules and hours may be discussed. These positions will work out of 518 Coffman St., Longmont, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, these positions are non-exempt (eligible for overtime).
Boulder County requires its employees to reside in the state of Colorado as of the first day of work.
Hiring Salary Range: $56,664.00 - $69,198.00 Annually
Tentative Hiring Timeline:
- Phone Screening: Week of September 29th
- First Round Interviews: Week of September 29th
- Second Round Interviews: Week of October 6th
- Reference Check: Week of October 6th
New employees receive an 80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Boulder County offers bountiful benefits, including pension contributions.

Position Duties
- Provides program information and guidance to applicants, participants, landlords, other agencies, and the public
- Administers intake and eligibility processes, including reviewing applications, conducting interviews, collecting documentation, and auditing files
- Manages and maintains housing waiting lists
- Coordinates or performs Housing Quality Standards (HQS) inspections according to Housing and Urban Development (HUD) regulations
- Conducts interim and annual recertifications and maintains accurate client records
- Responds promptly to client and landlord questions, resolves housing-related issues, and coordinates with case management staff
- Collaborates with internal teams and community partners to ensure coordinated, wrap-around services
- Calculates and authorizes rental assistance payments and handles repayment agreements as needed
- Manages special purpose vouchers as assigned (e.g., portability, VASH, FUP, Mainstream, RAD/PBV)
- Participates in hearings and prepares supporting documentation
- Performs related work, as required
- May be reassigned during emergency situations

EDUCATION & EXPERIENCE:
Boulder County is looking for well qualified candidates to fill our positions. Any combination of relevant education and experience is encouraged. In these positions, we are looking for a minimum of high school graduation or equivalent and 2 (two) years of relevant housing or program eligibility experience.
Additional related education may count towards required experience.

PREFERRED QUALIFICATIONS:
- Bilingual in English and Spanish
- Additional compensation will be provided based on the use of bilingual skills.
- Valid driver's license and a clean driving record
- Access to reliable transportation that is readily available for business use
- Certifications in Low Income Housing Tax credits, HUD Voucher Program Administration, Fair Housing
- Relevant work experience in case management, customer service, administration, compliance, or finance
KNOWLEDGE, SKILLS, & ABILITIES:
- Strong organizational and data management skills to manage high caseloads
- Ability to communicate effectively with clients, landlords, and colleagues
- Analytical and mathematical skills to calculate rent portions, verify income, and manage financial compliance
- Ability to interpret and apply rules, regulations, and policies accurately
- Proficiency in Microsoft Office, database systems, or other digital tools for data entry and reporting
- Conflict resolution and problem-solving skills to handle challenging situations effectively
- Ability to maintain confidentiality and exercise sound judgment
- Adaptable, proactive, and able to work both independently and collaboratively
- Cultural competency and empathy in working with diverse, low-income populations
