SCOPE OF POSITION: The Payroll Practitioner processes payroll and audits the employee database regarding salary and pay, along with collecting and reviewing employee information and timecards, calculating wages, and preparing and processing employee payments. Maintains payroll systems and processes paychecks according to a schedule and in the correct amounts according to State and Federal laws and union contracts; distributes funds to employee accounts.
Position Duties
The Payroll Practitioner is a vital member of the Finance Office that assists in the processing of the County payroll, consolidating timesheet information, calculating paycheck amounts, and distributing funds to employee accounts. The Payroll Practitioner maintains accurate payroll records, compiles/processes/maintains records for accounting, audits wage and deduction amounts to ensure proper net payroll amounts, reconciles payroll subledger to general ledger entries, prepares governmental reporting documents, prepares/reviews reports, statements and records, and assembles/prepares quarterly and year-end payroll statements. This role is responsible for clearing batch exceptions/errors with the New Hampshire Retirement System (“NHRS”) and is tasked with the annual reporting of retiree hours worked to NHRS. The position further ensures the County remains in compliance with applicable County, State and Federal laws, assists the Payroll Supervisor in developing/preparing required documents such as W-2’s, 941’s, internal reconciliations, reports or forms, and serves as the back-up to other finance positions as directed. The Payroll Practitioner also serves as a training resource to other departments for the County’s time and attendance system.
Minimum Qualifications
- Completion of four-year college degree (prefer B.S. in accounting or related field); and
- Four (4) years of related experience; or
- An equivalent combination of education, work, and experience will be considered.
- Certified Payroll Professional (CPP) certification is preferred.
