About the Department
Performs Human Resources related duties carrying out and supporting responsibilities in the functional areas of recruiting and software administration.
Position Duties
• Supervises, trains, and evaluates the performance of staff engaged in human resources recruiting functions; delegates and prioritizes the work of assigned staff. • Serves as program manager/administrator and trainer of NEOGOV Insight and Workday. • Ensures staff support while guiding hiring managers and supervisors throughout the entire recruitment cycle while guaranteeing compliance with federal and state employment laws and county policies. • Reviews employment applications and supporting documentation to determine candidate eligibility as determined by minimum qualifications; performs quality control to ensure the integrity of the hiring process and its procedures. • Coordinates attendance of staff and participates in area job fairs and builds relationships with community partners (staffing agencies, business associations, schools and military); plans and coordinates periodic job fairs for Okaloosa County Departments. • Identifies potential candidate and advertising sources and makes recommendations regarding strategies for recruitment. • Conducts hiring training for managers & supervisors in coordination with the Training & Development Coordinator. • Remains current with relevant best practices related to employment laws, standards, and other government regulations; recommends changes to existing policies for compliance; communicates various Human Resources policies, procedures, employment laws, standards and other government regulations. • Composes, prepares and distributes correspondence, reports/spreadsheets, and other relevant work products as needed or directed by management. • Performs management duties in the absence of senior leadership. • Maintains, updates and ensures the integrity of the department’s filing system, both electronic and paper. • Performs other duties as assigned.
Minimum Qualifications
Education, Training, and Experience: Bachelor’s degree with course work emphasis in Human Resources Management, or related field; supplemented by a minimum of three (3) years of experience in Human Resources, or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. One-year (1) year of supervisory/lead experience required. Experience with Microsoft Word and Excel required. Experience as a recruiter and/or hiring specialist preferred. Experience with Workday software is preferred. Experience with a state, county or local government is preferred. Licenses and/or Certifications: Requires a valid driver license. PHR/SPHR and/or SHRM-CP/SHRM-SCP is preferred.
Other Qualifications
Physical Requirements: Requires the ability to operate office equipment, to include computers, copy/fax machines, and related peripherals. Must be able to exert 25 to 50 pounds of force occasionally and/or a negligible amount of force frequently to lift, carry, push, pull or otherwise move objects. Requires periodic walking and standing, with occasional bending and stooping. Physical demands are essentially those of sedentary work. Language Ability: Requires the ability to communicate effectively in English, including the ability to convey, record and exchange information; requires the ability to explain procedures and to give, receive and follow oral and written instructions. Must be able to read and interpret a variety of moderately complex records, reports, policy and procedure manuals, codes, professional journals, etc. Requires the ability to prepare forms and reports using prescribed formats, and adhering to all rules of grammar, spelling, diction and punctuation. Must be able to communicate effectively and efficiently in a variety of technical and/or professional languages used within the parameters of the job. Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret a variety of technical instructions in writing and oral; to make independent judgments; to acquire knowledge of topics related to primary occupation. Numerical Aptitude: Requires the ability to add and subtract totals, multiply and divide, use decimals and calculate percentages; compute ratio and proportion; interpret graphs. Interpersonal Temperament: Requires the ability to tactfully and effectively influence, impact, and interact with the public and with co-workers. Must be able to perform under stress when confronted with frequent deadlines. Requires the ability to exercise consistent tact and courtesy when in frequent contact with various professionals, county staff, and the general public.
