Summary:

The Benefits & Payroll Manager is responsible for the design and implementation of the organizations payroll administration, benefits programs, and rewards & recognition offerings. Provides oversight to leave management, audit coordination, compliance requirements, onboarding/off-boarding management and wellness program management. This role is critical to executing compliant benefit programs, managing to division policy, overseeing payroll administration, audit preparation and financial reporting.

  1. Benefits Administration 
    • Oversee the day-to-day operations of group benefit programs inclusive of enrollment, eligibility management, routine reporting, responding to audit requests, overseeing compliance requirements and ensuring data accuracy within the benefits module of HRIS. 
    • Lead annual open enrollment process and execution strategy. 
    • Oversee Employee Stock Purchase Program (ESPP), Profit Sharing and 401K administration, internal funding communications.
    • Oversee vendor relationship management inclusive of paying benefit invoices, reconciliation of benefit statements, resolving carrier errors, questions or claims and acting as the liaison between our external partners and employees.  
    • Execute customer service excellence while leveraging our broker on record as the primary contact for benefit inquires. Ensure timely communication to employees for all benefit and reward program plan changes. 
    • Serve as the primary point of contact for new hire benefit onboarding and ensuring new hires eligible for benefits are completing enrollment or waiver within a timely manner. 
    • Partner with finance to ensure that HSA, FSA, ESPP and 401K programs are funded.
    • Oversee leave management administration inclusive of FMLA, ADA, Short and Long Term Disability. 
    • Ensure all summary plan documents are annually updated on the Resources page of the HRIS. 
    • Oversee compliance requirements inclusive of leading 1095C form preparation and processing.
    • Oversee the bank’s reward and recognition strategy to include KYSO, Retirement, and Service Milestones in addition to other bank wide reward programs. 
    • Support the social responsibility program in collaboration with the marketing department. 
    • Oversee the development and execution of the bank’s annual recognition activities and events. 
    • Prepare presentations on benefits strategy as requested. 
  2. Payroll Administration
    • Oversee and process all bi-weekly transactions required for accurate and timely payroll processing; generate audit reports, review and analyze, enter data corrections, and respond to Division Leaders, Managers and employees inquiries.
    • Ensures proper payment of wages and salaries by overseeing the preparation of payroll, assuring that the in-house payroll system is correctly processing salaries and reported hours worked.
    • Oversee the validation and processing of Time and Attendance files. This includes ensuring the employees hours are calculated properly for overtime as well as the proper mapping of the time and attendance data to the payroll system. This task includes ensuring the proper reconciliation documents are completed timely and accurately.
    • Review and process incoming vendor files affecting enrollment, elections, and other related changes; prepare and send scheduled outgoing vendor files.
    • Ensure compliance with internal policies and controls, SOX as well as compliance with state, local and federal laws and regulatory guidance. Manages relationships with internal and external auditors as well as state and federal agencies.
    • Prepare and maintain standard operating procedures for all tasks related to the payroll process. 
    • Develop and maintain training documents, FAQ's, and any other employee and manager training documents for the payroll module of HRIS. Train managers and payroll admins on the payroll system, changes and updates. 
    • Coordinate the technical aspects of annual enrollment which includes, but not limited to, system updates, plan creation, one-time data changes to vendors and post enrollment audits.
    • Provide assistance with compliance testing, annual audits, ACA reporting, and other special projects by generating reports, reviewing files, investigating variances, and researching plan provisions.
    • Oversee W-2 reconciliations, and annual filings.
    • Monitor, review and evaluate all paid time off.
    • Evaluates and provides recommendations for changes to existing payroll programs, practices and policies. Work with TRO on maintaining payroll guidelines by writing and updating policies and procedures. 
    • Oversee processing of bi-weekly related journal entries, monthly, quarterly and year end reports.
    • Partner with HRBPs to ensure alignment with termination processing.
  1. Reporting 
    • Validate payroll reports to ensure accurate invoice and reconciliation. Verify that new enrollees have been added, terminated employees are removed and changes in coverage are reflected. 
    • Oversee (benefits and payroll) portion of KPI monthly report. 
    • Execute quarterly and end-year total rewards reconciliation report. 
    • Complete quarterly Employee Stock Purchase Program reporting.
    • Provide benefits and payroll documentation for internal and external audit upon request.
    • Develop reporting and analytical tools within HRIS. 


 Required Education and Experience:

  • Bachelor’s degree required. Applicable tenured experience will be consider in lieu of a degree.
  • 4-6 years of relevant experience.
  • Proficient HRIS data management skill required.
  • Proficient Microsoft Office skills including Excel required.
  • Extensive knowledge of state and federal employment law.
  • Ability to establish and maintain effective relationships with managers, supervisors, and employees.
  • Ability to prioritize and work on multiple projects and functions.
  • Ability to learn new techniques, perform multiple tasks simultaneously, keep accurate records, follow instructions, and comply with company policies.
  • Ability to handle highly confidential information – both verbally and hard copy data.
  • SHRM or HRCI certification strongly preferred.

This job operates in a professional work environment.   This role routinely uses standard office equipment such as computers, monitors, mouse, keyboard, phones, printers, scanners, photocopiers, filing cabinets, calculator, and fax machines.

Position Type and Expected Hours of Work:

This is a full-time position. Days and hours of work are Monday through Friday, 8:00 a.m. to 5 p.m. Flexibility of schedule to meet business needs is required.
