Position Duties

Parks & Recreation Facilities Division is seeking to fill a permanent, full-time Manager 1 Property & Facility Management position to serve as a Facilities Maintenance Manager. This position will be based out of Westbridge Facility and reports to the Facilities Division Director. In this role, you will be the liaison and coordinator to all City Departments (i.e. Seattle Center, Seattle City Light, Seattle Department of Transportation, Seattle Public Utilities, etc.) that are involved in the One Seattle Graffiti IDT (Interdepartmental Team) and you will be overseeing the following skilled trades within the Facilities Division: Paint, Graffiti Rangers, Concrete, and Recreation Equipment. The position is responsible for planning, directing, and coordinating multiple facilities and maintenance programs, including Graffiti Abatement, the Certified Playground Safety Inspector (CSPI) Program, and the Paving Major Maintenance Program.

The position is responsible for reporting on program progress, managing key performance indicators, coordinating cross-departmental maintenance and repair efforts, scheduling and reviewing the work of crew leaders, and supporting the department by responding to requests from community members and other city departments. They are responsible for coordinating and leading meetings related to the abatement, enforcement, prevention, and beautification efforts in support of the city’s One Seattle Graffiti Plan as well as overseeing critical maintenance and repair work for the skilled trades that they supervise.

SPR places a strong emphasis on providing excellent customer service to the public, clients and staff as well as helping to ensure public safety and enjoyment while they are at SPR facilities and parks. This position communicates with multiple stakeholders to ensure public safety and enjoyment of public sites and park assets. They represent the department and respond to requests for repairs, maintenance, and site improvements from community members and citizens. As the lead of in-house construction projects that cross multiple divisions, this position’s oversight ensures projects meet scope, schedule, and budget (i.e., Graffiti Crew, Paint Crew, Concrete Crew, Heavy Crew, etc.). Key stakeholders include other city departments (i.e., SDOT, SPU, SCL), park user groups, and other SPR division units. They also coordinate with vendors and contractors for specific project work (i.e., obtain bids and proposals, coordinate installations, perform inspections, and evaluate work of vendors/contractors).  

This position requires reporting in-person to the Westbridge Facility.

Minimum Qualifications

Job Skills and Responsibilities:

  • Six years facilities maintenance experience
  • Four years of supervisor experience with multiple trades and skilled crafts
  • Two years' experience in the area of construction, remodeling, or structural maintenance of buildings.
  • Demonstrated ability to work independently and effectively prioritize and schedule maintenance tasks, aligning them with departmental needs
  • Two or more years' experience reading and interpreting blueprints
  • Work collaboratively with multiple interests competing for limited resources to achieve Department goals and objectives
  • Experienced working in an environment where labor resources are decentralized, not housed in the same facility
  • Certified Playground Safety Inspector (CPSI) certification - for repair, maintenance, and auditing of Playground equipment
  • Experienced working directly with Parks Landscape Architects installing Park Equipment and Furniture
  • One or more years of experience using software packages such as Microsoft Project, Word, Excel, and Outlook, Automated Work Orders Systems, and/or other software applications for tasks such as record keeping, reporting, and communication
  • Experience planning and monitoring preventative maintenance, remodeling, repairs, and alterations projects that impact safety and health
  • Ensure projects meet scope, schedule, and budget
  • Review, evaluate, and track and report performance data 
  • Work is dispatched and managed using multiple work order management software systems
  • Drive continuous improvement in business, operational, and maintenance processes
  • One or more years' experience working a complex facility and/or maintenance operation setting with multiple buildings, facilities, and grounds 
  • Effective communication skills to coordinate maintenance activities, convey operational needs, concerns and procedures
  • Competence in maintaining clear and comprehensive written records
  • Exhibit a high level of proficiency in verbal communication to convey information effectively and professionally
  • Experience with best practices for creating a safe workplace and dealing with on-the-job hazards
  • Experience in interacting with the public coupled with a high level of proficiency in customer service
  • Strong leadership skills and ability to work in a courteous, tactful, and professional manner with customers that exhibit stress and potentially aggressive behavior
  • Serve as a liaison and coordinator to various City Departments and staff to ensure smooth operations 
  • Provide excellent customer service to outside agencies, stakeholders, and residents who contact the unit

Required Qualifications:  

  • Six years of facilities operations and/or operational maintenance experience, including four years of supervisor experience overseeing trades and skilled crafts.  

  • At least two years' experience in the area of construction, remodeling, or structural maintenance of buildings or a combination of education and/or training and/or experience that provides equivalent background required to perform the work.

  • Well-versed in technical/engineering operations and facilities management best practices.  Knowledge of basic accounting and finance principles.  

  • Excellent verbal and written communication skills.

  • First Aid and CPR certification (may be obtained within 6 months of hire);

  • Stand, walk, or bend for extended periods of time.

Desired Qualifications: 

  • Ability to work under pressure and respond effectively to frequent changing priorities, make maximum use of limited resources, and meet tight deadlines. 

  • Work flexible hours to accommodate meetings

  • Resolve conflicts and build teams in a diverse workforce.  

  • Familiarity with software packages, such as MS Project, MS Word, Excel, and work order and project management software applications. 

  • May be required to work weekends and evenings or respond to emergencies. 

The ideal candidate should have strong leadership and customer-service skills, good written and oral communication skills, the ability to work in a courteous, tactful, and professional manner with customers who exhibit stress, and the ability to work in a team setting.

License, Certification, and Other Position Requirements

  • Current Driver’s License – 5-year abstract must be obtained

  • Certified Playground Safety Inspector (CPSI) Certification (may be obtained within first year of hire)

  • A background check will be required for all candidates selected for this position

  • Pre-Employment Physical

The full salary range for this position is $50.08 - $75.12 per hour.
