The City of Durham seeks a skilled and highly motivated Risk Management Analyst to join its Environmental & Street Services Department. Housed in the Solid Waste Management division, the position will work to establish, promote, and maintain safety, health support, and loss prevention for the Department of Environmental & Street Services.

In this position the candidate would work to establish, promote, and maintain safety, health support, and loss prevention, for the Department of Environmental and Street Services. This role reports to the Assistant Director of Administration and serves as a business partner with the City’s Risk Management/Occupational Safety and Health team to ensure consistent application of City-wide policies, programs and procedures.

As a City-wide OSH partner, you will also attend cross-departmental meetings and participate/support other City-wide collaborative efforts to support and enhance a strong working relationship with the City’s Risk Management team. In the role of departmental OSH Analyst, you will provide technical support, conduct occupational injury and vehicle accident investigations, provide safety and health training, conduct field inspections and identify safety/security issues, report on the job injuries, and ensure compliance with all federal, state, and local guidelines. You will also be asked to offer feedback on City policies/procedures and offer recommendations; visit and inspect work sites and facilities; create and follow up on work orders to address identified deficiencies; conduct indoor air quality investigations and ergonomic assessments; and attend/participate in and/or lead departmental safety committee meetings.

Position Duties

  • Provide leadership across the department regarding safety, health and environmental issues.
  • Conduct division and/or department specific training, occupational and vehicle accident investigations, field inspections to include facilities as well as City of Durham construction related worksites. Verify department compliance with OSHA guidelines.
  • Support divisions by managing the City's safety programs by conducting reporting on the job injuries; conducting accident investigations; overseeing safety training; updating and maintaining records regarding injuries and accidents; attending departments' safety committee meetings; evaluating City policies/procedures and recommending appropriate changes, developing departmental or divisional specific policies as needed; visiting and inspecting City work sites and facilities; following up on work orders to address identified deficiencies; conducting indoor air quality investigations; and attending participating in and/or leading safety committee meetings.
  • Provide safety training by developing routine safety training schedules; provide guidance regarding divisional training records maintenance by supporting divisional administrative staff; and provide the OSHA certification courses for construction and general industry employees. Would be required to track and review monthly logs of trainings conducted by divisions and develop an auditable record of executed trainings.
  • Provide technical support by researching federal, state, and local policies and standards; providing formal and informal responses on safety/health issues; providing emergency preparedness support to assigned departments.
  • Provide input on the development of safety-related performance measures. Communicate with Senior Management on new or different performance measures and other useful statistics for each division.
  • Develop annual safety training calendar to outline activities for the Risk Team’s safety program and provide monthly updates as to execution of the plan.
  • Proactively provide monthly, quarterly and annual statistics for divisional reporting.

Minimum Qualifications

  • Bachelor’s degree in business or public administration, or directly related field.
  • Two years of professional experience in an area related to assignment.
  • A valid unrestricted North Carolina Class C Driver’s License with a satisfactory driving record within 60 days of hire. 

Other Qualifications

  • Considerable knowledge of and the ability to interpret applicable federal and state workplace insurance regulations and OSHA standards.
  • Ability to communicate ideas effectively both orally and in writing, and present policies and training programs to a variety of audiences.
  • Ability to recommend, develop and implement goals, policies and procedures, and conduct safety training for an effective Safety Program.
  • Ability to operate standard office and computer equipment.
  • Thorough knowledge of office practices and procedures.
  • Considerable knowledge and ability to use sophisticated computer technology, grammar, vocabulary, and spelling.
  • Ability to create and maintain spreadsheets, PowerPoint presentations, safety policies, newsletters, etc.
  • Ability to use judgment in organizing and establishing priorities and work assigned.
  • Ability to be effective, tactful, and courteous when communicating with all levels of management, employees, and the public.
  • Associated or Certified Safety Professional/First Aid/CPR highly preferred.
  • Experience with the SHARP or STAR safety awards preferred.
  • Defensive Driving certification preferred.
  • Streets maintenance, solid waste, storm water and/or engineering industry experience.
  • Willing and able to report to work in spite of or because of an emergency or disaster event.
