About the Department

THIS POSITION IS DESIGNATED AS NON-BARGAINING UNIT AND THE INCUMBENT SHALL SERVE IN AN "AT-WILL" CAPACITY.

The Facilities Supervisor is responsible for planning, organizing, and coordinating all facility-related operations across multiple operations across multiple organizational sites. The role supervises building maintenance staff and other assigned personnel in the areas of maintenance, repair, and modification of facilities and equipment. The Facilities Supervisor also assists with the development and oversight of departmental budgets, monitors expenditures, and ensures efficient, safe, and cost-effective facility operations in alignment with organizational goals.  



Position Duties

The following duties are standard for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.


The Facility Supervisor ensures that RTA facilities, amenities, grounds, and utilities are maintained in proper condition, upgraded, replaced, and constructed as required to provide RTA staff and customers with accommodations that are adequate in size and well-maintained. Facilities include land, grounds, facilities, structures, amenities, parking lots, fueling locations, above and underground storage tanks, temporary (storage, job site) facilities, and all fixtures or devices attached thereto; utilities including electricity, lighting, water, gas, telecommunications to, from, and within the facilities, and all fixtures or devices attached thereto.


Develops, maintains, revises, and implements preventative maintenance (PM) schedules for facilities utilizing Hexagon EAM software. Maintains a facilities maintenance manual and an emergency response manual. Reviews completed work for quality control and makes decisions to release equipment for service; inspects work process and completion.  Ensures that safety regulations for the Agency are strictly enforced.


Receives, schedules, coordinates, oversees implementation, and ensures timely completion of non-PM facilities and PM facilities work orders.


Develops technical specifications for RTA facilities and equipment, forrequest for qualifications, request for quotations, invitation to bids, and request for proposals to fulfill procurement requirements. Assists in the development of multiple contracts and blanket purchase orders for maintenance, repair, and upgrades of facilities.


Ensures proper materials are available in necessary quantities; arrange for procurement of needed supplies and equipment, advising the department director when further assistance is needed.

Assists with development and oversight of the facility operating and capital budget. Must look for inventive ways to reduce costs without jeopardizing quality.


Acts as project manager, generates expenditure reports, reviews field change orders, and makes appropriate recommendations for construction and facilities projects.


Develops and administers Agency’s storm-water pollution prevention plan and submits annual reports to State Water Resources Control Board.


Coordinates testing and annual certifications for storage tanks, fire sprinkler systems, pressure vessels, tank monitoring systems and elevators.


Works with state and local regulatory agencies to ensure that Agency is compliant and meets code requirements for quarterly and annual site inspections. 


Coordinates the disposal and manifesting of the Agency’s hazardous materials.


Oversees and maintains the Agency’s security system for facilities. Works with the Risk Manager to administer the Agency system security and emergency preparedness plan (SSEPP).


Composes and types various letters, reports, memoranda, etc.; maintains a local vendor facilities bidder’s list; processes purchase requisitions for facilities issuesmaintains department files and records; compiles data, analyzes and generates various daily, weekly and monthly reports; schedules preventative maintenance inspections on Agency facilities; tracks and verifies equipment, material, and supplies pertinent to the Agency’s requirements; uses various office equipment; performs other duties as assigned.  


SUPERVISORY RESPONSIBILITIES

Directly supervises property maintainers, groundskeepers, and other personnel as assigned. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Minimum Qualifications

QUALIFICATIONS

EDUCATION and/or EXPERIENCE

Any combination of education and experience equivalent to a bachelor’s degree in a technical field with a minimum of four years, or a high school diploma with a minimum of six years increasingly responsible facilities maintenance experience.


LANGUAGE SKILLS

Ability to read, analyze, and interpret common scientific and technical journals, construction trades, codes, plans/blueprints, etc., financial reports and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  Ability to write speeches and staff reports for publication that conform to a prescribed style and format.  Ability to effectively present information to top management, public groups, and/or boards of directors.  Knowledge of English grammar and punctuation.


MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


COMPUTER SKILLS

Knowledge of basic office equipment and personal computers. Must be familiar with software programs such as Microsoft Office, to include Word, Excel, Access, etc.


REASONING ABILITY

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.


CERTIFICATES, LICENSES, REGISTRATIONS

Possession of a valid non-restricted California driver's license is required. 


OTHER SKILLS AND ABILITIES

Ability to write technical specifications, contract terms and conditions; conduct public procurements; evaluate procurement responses; recommend contract awards; and administer contracts.  Ability to develop and maintain preventative maintenance schedules for facilities; coordinate and implement facilities work orders; and oversee the work to completion.  Knowledge of federal and state public transportation regulations and laws applicable to contracts and facilities management.   Ability to program and plan workload. Ability to establish and maintain working relationships with others and effectively deal with the public. Ability to keep confidential information.
