Job Summary: Responsible for overseeing all human resources issues including staffing, staff relations, orientation and development, compensation and benefits. Develops and recommends human resources practices and procedures that assist in the growth of the facility. Ensures compliance with federal, state and local laws and regulations. Participates in performance improvement and continuous quality improvement (QI) activities.
Job Duties & Responsibilities:
- Manages and integrates the various functions of the human resources department in accordance with established policies and practices regarding compensation, benefits, retention and recruitment, employment practices and employee relations.
- Participates as a member of the management team and assists in the development of hospital objectives, personnel philosophy and strategic planning in relation to personnel programs and trends in human resources management.
- Directs and supervises the payroll function assuring compliance with state and federal regulations.
- Assists in the development of and makes recommendations for department budget and ensures that department operates within budget.
- Establishes, monitors and directs the recruitment and selection of employees ensuring the employment of physically and mentally suited employees for their respective jobs.
- Provides consistent, accurate, and current, consultation and assistance to department directors, supervisors and administration on personnel and employee issues.
- Establishes uniform employment policies, regulations and practices. Ensures the application of discipline and grievance steps is consistent throughout the hospital to provide due process for employees and protect the hospital from potential legal action.
- Initiates and directs surveys related to turnover, wages, benefits, morale and other personnel considerations.
- Administrates benefit services and other employer-employee programs. Oversees and implements employee evaluation system.
- Evaluates changing demographic, legal, technical developments in the field, recommending updates or development of new policies and programs to administration.
- Ensures the development and maintenance of all human resources records and information system according to regulatory requirements and hospital use.
- Conducts exit interviews, provides summaries to department managers and relays concerns to administration.
- Demonstrates thorough knowledge of the facility’s history, mission, service and organizational structure.
- Seeks legal opinions when confronted with unusual, complex situations including termination of employment.
- Explains/provides termination information, answers questions.
- Represents the facility at legal proceedings as a part of a team.
- Maintains thorough documentation.
- Uses accurate, clear and concise oral and written communication.
- Expresses excellent judgement, discretion and decision-making abilities.
- Maintains a sensitive, fair and impartial approach to dealing with employees.
- Assumes the responsibility for successfully complying with federal, state and local employment laws, immigration legislation and affirmative action goals.
- Attends facility meetings, prepares reports and analyzes and provides recommendations in a timely and accurate manner.
- Responsible for performance improvement activities in the department.
- Reviews all terminations and written disciplinary actions before they are carried out to ensure the facility’s policies and procedures are met.
- Mediates conflicts between employees and management to resolve misunderstanding, facilitate communication to promote effective working relationships.
- Oversite of hospitals education department and Education Coordinator ensuring state and regulatory compliance.
- Oversite of Employee Health and Workers Compensation claims.
Requirements
Professional Requirements:
- Meets dress code standards; appearance is neat and clean.
- Completes annual educational requirements.
- Maintains regulatory requirements, including all state, federal and CMS regulations.
- Wears identification while on duty, uses computerized punch time system correctly.
- Maintains and ensures employee confidentiality at all times.
- Performs department in-services. Completes and returns in a timely fashion.
- Reports to work on time and as scheduled, completes work within designated time.
- Serves as a member of professional staff committees; attends management meetings.
- Communicates the mission, vision, core values, ethics and goals of the facility as well as the focus statement of the department.
- Works at maintaining good rapport and a cooperative working relationship with physicians, departments and staff.
- Represents the organization in a positive and professional manner.
- Attends committee, Quality and management meetings, as appropriate, actively participates in the departments Quality activities.
- Ensures compliance with policies and procedures regarding department operations, fire, safety and infection control.
- Effectively and consistently communicates administrative directive to personnel and encourages interactive departmental meetings and discussion.
- Complies with all organizational policies regarding ethical business practices.
- Resolves personnel concerns at the departmental level, utilizing the Grievance process as required.
Regulatory Requirements:
- Bachelor's degree required, Bachelor in Human Resource Management preferred.
- 3 or more years in a Human Resources leadership role required, hospital/healthcare experience preferred.
- Knowledge of relevant federal, state and local registration relating to Human Resources, i.e. ,
- Title VII of the Civil Rights Act of 1964, Affirmative Action, ADA, FMLA.
