Summary
This position manages the programs at the Simpson emergency extended-stay shelter, which serves individuals experiencing homelessness. The Shelter Program Manager is responsible for developing and monitoring program budgets; staff supervision; funding reports; community collaboration and contributing to program development. The Shelter Program Manager will also work with guests and participants to ensure that quality services are being delivered.
The goal of Simpson’s Shelter Program is to provide a housing-focused, hospitable, safe, secure, clean, supportive, and affirming environment for single adults in need of shelter. The shelter provides a full range of services to single individuals in need of overnight shelter, including advocacy, support, resources and referrals to establish a plan towards attaining safe and affordable housing.
The Extended-stay Shelter serves 72 single individuals and is open 7 days per week, 365 days per year. Hours are generally flexible, with some evening and weekend availability expected as program needs arise.
Responsibilities
Lead Program Operations
- Provide leadership for positive on-site shelter operations.
- Responsible for quality assurance for shelter programs.
- Create, communicate and uphold shelter rules.
- Read shelter notes and request updates from both staff and volunteers.
- Ensure the shelter is clean and well-maintained in collaboration with the Business Operations Manager.
- Ensure adequate supplies for shelter operation.
- Responsible for ensuring compliance with applicable laws and regulations.
- Develop procedures and program guidelines in consultation with Single Adult Director.
- Assist and support guests with crisis, conflict management, and disciplinary issues.
- Manage emergency situations.
- Assure safety and security of participants and staff.
- Maintain and coordinate the shelter guest roster, i.e. all entrants/exits.
- Create case management assignments for housing navigation.
Lead staff team and programs:
- Provide stability and clear vision to staff and volunteers.
- Assure open communication among staff on all participant issues.
- Develop monthly staff schedules and coordinate coverage for staff absences.
- Facilitate staff meetings.
- Conduct regular program evaluation and planning.
- Participate in meetings of regulatory personnel as they survey facilities and participants’ records for program compliance.
Develop, Supervise, and Train Staff:
- Know SHS’ personnel practices and effectively implement policies with all direct
- Hire and train staff in consultation with the Single Adult Program Director, Director of Equity and Human Resources and the Manager of Recruiting, Equity and Belonging.
- Provide staff training, team building and development of individual staff
- Monitor staff performance including completing timely performance reviews and implementing corrective action and coaching.
- Effectively delegate assignments and projects to
- Provide guidance and supervision to direct and indirect
- Function as a member of a supervisory team which has responsibility for the following areas: policy and procedure implementation and design, budget monitoring, employee/human resources functions and handling difficult participant issues.
Budget, Documentation, and Reporting Responsibilities
- Monitor budget in collaboration with the Single Adult Director.
- Collaborate with colleagues on fund development and reporting as requested.
- Ensure accuracy, completeness and confidentiality of participant records utilizing HMIS, Client Track, and other data systems.
- Prepare and submit shelter reports to the Supervisor and the Operation Support Team (OST).
- Maintain accurate records, including employee time sheets, travel expenses and billing information.
Provide Positive Representation of SHS through Public Relations and Networking:

The Shelter Program Manager supervises full-time shelter advocates, housing navigator, and shelter supervisors. Work direction and guidance is received from Single Adult Programs Director.
Job Requirements:
- Bachelor’s Degree in the field of Social Work, Human Services, or Community Development; or equivalent knowledge, skills, and experience.
- 4 years’ experience working with: individuals experiencing mental health issues; chemical health issues; ethnically diverse populations; people experiencing or significantly impacted by poverty; and people experiencing homelessness.
- At least 2 years of experience in management and supervision.
- Skilled in the following: organizational abilities; relationship building; excellent interpersonal, written and verbal communication; and navigation of the Twin Cities’ social service system.
- Must be able to produce letters and reports of professional quality.
- Demonstrated experience in successfully working with diverse communities to provide culturally competent services.
- Driver’s license and vehicle are required.
