This is a remote position - Preferably DC,MD or VA

 

Under the direction of the Director of Affordable Housing, the Affordable Housing Specialist is primarily responsible for maintaining and ensuring compliance of all affordable housing programs for his/her assigned CAPREIT communities and delivering superior compliance results with all regulatory and housing agencies. The Affordable Housing Specialist provides oversight and will review all Tenant Recertifications and Initial Certifications following all federal, state, and local regulatory requirements and will also review, approve required quarterly and annual reports.

Responsibilities:

➢ Ensures compliance with all regulatory programs, including maintaining timely and
accurate records and reporting, including documents and community regulatory audits, for
his/her assigned CAPREIT communities.
➢ Review and report on all assigned communities, including reviewing and approving in the
property management software all Initial Certification and Recertifications, completing
random resident desk audits, acquisition audits, and onsite file reviews. Track and report
on certifications and audits, and follow up on tenant file audit findings to ensure
compliance and report corrections as required. Escalate continued non-compliance to
regional manager and the Director of Affordable Housing.
➢ Work with the Director of Affordable Housing to utilize best practices to avoid and cure
any non-compliance on all assigned communities.
➢ Prepare responses to any state-reported non- compliance or potential issuance of 8823’s
and submit to the Director of Affordable Housing for review and owner's signature before
the deadline.
➢ Assist with the development and facilitation of internal compliance forms, policies,
procedures, and training.
➢ Maintains all current property compliance information such as income limits, rent
limits, utility allowances, mapping of rents, maximum rent increases, and other rent
maximizing restrictions and special programs such as mark-up-to market and budget
guidance in the property management software and within SharePoint.
➢ Completes Annual Owners Certificate of Compliance first quarter of each year and submit
to Director of Affordable Housing for Owners signature before the deadline. Complete
Financial reporting and submit to agencies on a monthly/annual basis, including
transmitting property rental assistance into MINC/TRACS programs.
➢ Conduct pre-audit file inspections and guide the community team to ensure program
compliance. Prepare tools and timelines for the community teams to use for inspecting the
property. All findings should be provided to community managers and regional managers
for correction.
➢ Ensure that each community manager and newly hired management staff is aware of their
programs Regulatory Agreements.
➢ Provide in SharePoint for each community an updated rent and income limits each year
and when published from HUD. Maintain and update utility allowances for public and
PHA and submit to the state agency.
➢ Attend LMS training and HUD /LIHTC training approved by the Director of Affordable
Housing. Attend at least one state agency training annually. Attend any state agency web
software reporting training.
➢ Facilitate training to newly hired site team management staff on the internal compliance
processes. Ensure that site teams are using the proper forms for their jurisdiction and have
an understanding of the different requirements from their state agency.
➢ Provides guidance to the communities on compliance-related issues as needed, and
responds to compliance-related questions and provides support and knowledge in
comprehending program regulations.
➢ Keeps current on the rules, regulations, changes, and needs of the various funding sources
and subsidy programs, disseminating HUD and LIHTC rules and regulations to compliance
staff. Participate as needed in associations and agencies updates through their mailing lists
and training opportunities.
➢ Performs all other duties as assigned

Qualifications:

Position Requirements:

  • 3 to 5  years of experience
  • Affordable Housing Requirements - BOND/HOME/HUD/LIHTC
  • Must be proficient in property management software and Microsoft Office Suite.
  • Must be able to travel and work extended/flexible hours and occasionally on weekends.
  • Associate’s Degree in Business or related field or equivalent combination of education and experience required.
  • Industry compliance certification required, prefer HCCP. Must be well organized and detailed.
  • Must have experience leading teams that deliver exceptional results.
  • Travel is required up to 50%
