About the Department


The mission of the LSLBC is to protect the health, safety, and general welfare of the public dealing with those engaged in the contracting vocation; to afford such persons an effective and practical protection against the unlawful and fraudulent acts of contractors with whom they contract; and to maintain the integrity of the construction industry. Further, the Board shall monitor construction projects to ensure compliance with the licensure requirements of the statutes.

The Louisiana State Licensing Board for Contractors (LSLBC) is seeking a skilled and strategic leader to serve as the Licensing Analyst Director - Licensing Division. This position is responsible for directing all operations related to the licensing and renewal of over 25,000 residential and commercial contractors and managing more than 300,000 qualifying parties and contractor records. This role also oversees the agency’s Records Retention Program and Public Records/Information Program, ensuring transparency, compliance, and efficient public service. The Director operates with a high degree of independence and plays a pivotal role in shaping policy, improving systems, and guiding statewide licensing practices.

Key Competencies:
  • Strategic Leadership: Proven ability to lead large-scale regulatory or licensing operations with autonomy and vision.
  • Regulatory & Legal Expertise: Deep understanding of licensing laws, administrative procedures, and compliance standards; able to interpret and apply statutes and legal documents.
  • Operational Management: Skilled in managing high-volume workflows, application review processes, and policy enforcement across complex programs.
  • Financial & Legal Analysis: Experience reviewing financial statements, bonds, and legal documentation to determine eligibility and compliance.
  • Technology & Data Systems Proficiency: Ability to oversee the operation and improvement of licensing databases or systems; familiarity with digital workflows and reporting tools.
  • Effective Communication: Strong written and verbal communication skills; comfortable serving as a spokesperson, delivering reports, and interacting with legislators, attorneys, and the public.
  • Team Leadership & Development: Experience supervising, mentoring, and evaluating staff while fostering a culture of accountability and performance.
  • Analytical Thinking & Sound Judgment: Capable of making well-informed, timely decisions in a regulatory environment, often involving complex or sensitive matters.

The incumbent will have the ability to lead enhancements to a robust licensing platform and implement digital transformation strategies, influence policies by helping to shape agency-wide policies and licensing standards affecting thousands of businesses and professionals, and collaborate across departments (Legal, IT, Enforcement, Accounting) and engage with stakeholders statewide.

Position Duties

Seven years of experience in the issuance, maintenance, or reinstatement of licenses; OR

Six years of full-time work experience in any field plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR

A bachelor's degree plus four years of experience in the issuance, maintenance, or reinstatement of licenses; OR

An advanced degree plus three years of experience in the issuance, maintenance, or reinstatement of licenses.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Key Responsibilities
  • Lead and manage all functions of the Licensing Division, including contractor license application, renewal, and compliance processes.
  • Oversee legal and financial eligibility determinations for licensure, including review of corporate documents, financial statements, and insurance coverage.
  • Provide policy guidance, legal interpretation, and licensing expertise to board members, legislators, attorneys, contractors, and the public.
  • Direct the agency’s records retention and public records programs.
  • Manage and optimize LSLBC’s Licensing and Reporting System, including vendor coordination and data integrity.
  • Supervise and develop division staff, establish performance standards, and ensure regulatory compliance.
  • Serve as agency liaison at public meetings, legislative hearings, media briefings, and industry events.

Compensation:  The salary offered will be determined based on qualifications and experience.
