Lead Program Project Specialist

Job Summary:

Under close supervision, completes and closes referrals from the Ohio Department of Health for children under six years of age whose lead levels are greater than or equal to 3.5 µg/dL.

Position Duties

Under administrative direction, is responsible for assisting with duties related to completion of projects, programs, or initiatives for a City division or department. Serves as the specialist to the supervisor or manager of projects, programs or initiatives. Provide administrative support, schedule meetings and ensure deadlines are met. Assist in creating schedules, timelines, and maintain project budgets. Provides reports, presentations, communications and correspondence as required. Performs other related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. An Associate or Bachelor's Degree from an accredited two year or four-year college or university in Business or Public Administration, Social Sciences, or closely related field preferred. One year of full-time paid experience in government or private industry is required. Substitution: Completion of a fellowship program, apprentice program, or other similar program; OR completion of a certification program, i.e., Project Management, Human Resources, etc. Must be able to lift and carry thirty (30) pounds. A valid State of Ohio Driver's License or State-issued identification card.

Other Qualifications

Essential Duties: 

  • Knowledge of residential properties to ensure compliance with federal, state and local regulations; identify the presence of environmental hazards and other general health and safety hazards; prepare reports of conditions found and recommend corrective action.
  • Knowledge of healthy home assessments, including lead hazard assessments and clearance testing. Refer residents and/or property owners who may meet specific grant criteria into available grant programs.
  • Conducts interviews, education and case follow-up for children under the age of six years with blood lead levels = 3.5 µg/dL within the specified time frames once a referral is received as outlined in the Lead Delegated Authority Provider Agreement by and between the Cleveland Department of Public Health and the Ohio Department of Health.
  • Assists in maintaining case records and make them available for the Ohio Department of Health review. Upload case records into HHLPSS database.
  • Performs community outreach, facilitates individual and group health education sessions, build partnerships with local community organizations to promote health, reduce disparities and improve service delivery with the understanding of the socio-economic needs and culture of the populations/communities served to identify barriers.
  • Attend mandatory staff meetings; attend CEU classes and maintain appropriate licensure(s)/certification(s).
  • Perform other duties as required, including responding to public health emergencies and priorities which may involve working outside of day-to-day tasks.

Level of Supervision: 

  • No supervision responsibilities.

Engagement:   

  • Represents CDPH at community events, as appropriate.
  • Fosters a culture of engagement within the organization by assisting in planning and executing work activities and practices that promote camaraderie and growth. 
  • Participates in scheduled conference calls, trainings and meetings as appropriate.
Additional Minimum Qualifications:

A Bachelor's Degree from an accredited four-year college or university in Public Health, Public Health Administration, Environmental Science or a closely related field is required. 

Experience Required and Additional Duties:

Evaluates the presence of lead-based paint hazards and make recommendations regarding remediation.  Evaluates residential properties for health and other environmental hazards related to the health and safety of the occupant.  In addition, implements and enforces city, state and federal codes, rules and regulations relating to the Public Health Lead Program.  Communicates technical and program information to municipal officials and/or public and private entities. Knowledge of HIPPA regulations and ability to preserve confidentiality of protected health information and program records.  Plans and conducts public education and outreach presentations.

  • Ability to efficiently multi-task on a daily basis. 
  • Must be a licensed lead risk assessor or obtain the license within ninety days of employment.
  • Proficient with the use of computer and software applications (Microsoft Office Suites), email and office equipment (i.e., copier, fax, scanner, telephone, etc.). 
  • Must have excellent communication and interpersonal skills. 
  • Must have a valid State of Ohio Driver's License (including insurance coverage) or State-issued identification card.
  • Must be able to lift and carry thirty (30) pounds.
  • Ability to work with culturally diverse population. 
  • Ability to work independently and in a group setting.
