Uniformed, non-sworn position in the Police Department. Performs support duties to police operations and the community. Performs duties which require less training and fewer qualifications than those of a sworn Police Officer and which do not require the exercise of licensed peace officer authority. Employees hired into this position are bound by all appropriate rules and regulations and applicable policies and procedures of the City of Crystal and its Police Department, including the Crystal Police Department manual.
Position Duties
Parking/Zoning Enforcement
· Parking ordinance and zoning code enforcement.
· Off-street parking.
· Recreation vehicle parking.
· Abandoned or inoperable/unlicensed vehicles on residential property.
Jail/Detention
· Booking of juvenile/adult offenders into local jail facility.
· Monitor and attend to needs of prisoners.
· Complete several police department and Department of Correction report forms.
· Photographing and fingerprinting of prisoners.
· Refers prisoner medical needs to North Memorial Hospital for treatment.
Animal Control
· In the absence of the animal control officer, handles animal related problems.
· Responds to resident complaints of barking dogs and other nuisances created by pets and wild animals.
· Enforcement of animal control ordinances.
· Impoundment of loose, abandoned, vicious or rabid animals.
· Disposal of dead animal carcasses.
· Investigates animal bite cases and prepares animal bite reports and properly quarantines all impounded animals.
· Ability to handle dogs and other wild animals safely.
Crime Prevention and Community Policing
· Assists the community liaison officer in various initiatives in assigned neighborhoods.
Parks
· Random patrol of city parks as directed.
· Park building security checks.
· Enforcement of park ordinances.
· General public contact with park users.
General
· Renders aid and assistance to the general public.
· Assist with vehicle and home lockouts.
· Assist with stalled or disabled vehicles in traffic.
· Direct traffic at accidents or at intersections where traffic control device problems exist.
· Assist public by answering questions and giving directions.
· Delivery of Agenda Packets to City Council members.
· The delivery and exchange of materials with the City Attorney's office.
· The delivery of Police vehicles to various locations to be cleaned, washed or repaired.
· Enter and retrieve data as requested.
· Courtesy transport of victims and witnesses.
· Performs other duties as assigned.
Minimum Qualifications
MINIMUM REQUIREMENTS
Must possess a valid driver's license.
High school degree or equivalent.
Must be 18 years of age.
Must be certified as a First Responder or EMT (Emergency Medical Technician) or within six months of hire, or be currently certified.
Must be willing to work outdoors in all weather conditions.
Must be willing to work a rotating or varying work schedule, working a minimum of 12-24 hours per week
Must be able to type 30 words per minute.
Two years experience in working with Microsoft Word and Excel
Must pass job related physical and psychological examination and background investigation.
Must successfully complete State of Minnesota MNCIS/NCIC "Basic Terminal Operator" course within one year of hire, or be currently certified.
DESIRABLE TRAINING AND EXPERIENCE
Currently enrolled in law enforcement related coursework, but at least two years from P.O.S.T. eligibility.
Experience in providing customer service.
Law enforcement related volunteer experience, preferably with the City of Crystal Police Department.
Work or volunteer experience or training in communicating, teaching, demonstrating, or directing others.
Experience with computer data entry/retrieval.
Current state certification as a "Basic Terminal Operator" for MNCIS/NCIC.
Certified as a First Responder or EMT (Emergency Medical Technician)

Must have the ability to work varying shifts or times within a 24-hour per day period and be available for emergency or call-in work.

Must represent the organization to other agencies and citizens with a courteous, helpful, accurate and business-like attitude in all radio, telephone, and other types of contact.
Technical Knowledge: Must have the ability to become certified in the use of non-lethal force, ASP Tactical Baton and aerosol restraint weapons. Must have the ability to learn and apply specific laws, city ordinances, and regulations. Must have the ability to become proficient and/or certified in the use of personal computers and federal/state/local basic terminal operation. Must have the ability and skill to safely operate a motor vehicle.
EXTENT OF SUPERVISION OR GUIDANCE PROVIDED
Is under the direct supervision of the Poilce Support Services Manager. Under the general supervision and direction of the Chief of Police or Chief's designee.
RESPONSIBILITY FOR PUBLIC CONTACT
Constant contact with the public.
