About the Department

Performs intermediate skilled technical work in the inspection of construction projects for specification compliance; does related work as required. Work is performed under the limited supervision of the Water Resources Engineering Manager or other project managers as assigned.

 

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, extreme cold, extreme heat, and atmospheric conditions.

Position Duties

Conducts construction inspection duties to ensure compliance with plans, specifications, contracts, and standards; locates utility lines; responds to public inquiries; prepares and maintains detailed records and files. 

Inspects capital projects and donated water and sewer assets from development and extension projects; provides inspection for water and sewer system asset repair and rehabilitation to maintain existing infrastructure. 

Inspects docks and vegetation buffers on City lakes for compliance with City ordinances and advises if enforcement actions are required; assists with vegetation buffer agreement negotiation and preparation. 

Oversees annual water tank inspections including coordination of all bacteriological water testing for public health protection. 

Keeps progress records; tests materials during construction; ensures compliance with all policies, rules, standards, and regulations. Informs contractor of deviations or errors and advises as to minimum standards. 

Prepares correspondence concerning projects to City staff, public, and private agencies.

Assists with engineering surveys. 

Maintains inspection records, plans, and related documents on file. 

Performs related tasks as required.

Minimum Qualifications

General knowledge of construction practices, techniques, materials, and equipment relating to public utilities; general knowledge of engineering plans, specifications, and drawings; ability to read and interpret plans, specifications, and blueprints and to compare them with various aspects of construction in progress; ability to detect errors in construction projects; ability to establish and maintain effective working relationships with contractors, property owners and associates to effect satisfactory compliance with specifications and standards; possess above average communication and public relations skills; ability to maintain accurate records.

 

EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from high school and minimal experience in construction work.

Other Qualifications

Possession of a valid State of North Carolina driver's license.
