About the Department

Performs intermediate work managing, supervising and coordinating the activities of custodial staff for City facilities, ordering of materials, and coordinating with other divisions and departments for cleaning needs:  provides administrative support related to custodial services. Work is performed under the close supervision of the Director of Parks and Recreation.


This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, visual inspection involving small defects and/or small parts, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, and determining the accuracy and thoroughness of work; the worker is subject to inside environmental conditions, vibration, and atmospheric conditions.   The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment.

Position Duties

  • Ensuring that all City owned facilities are cleaned and maintained.  Selects, trains, and evaluates assigned personnel; works to correct deficiencies; implements disciplinary procedures. 
  • Directs or conducts the administrative functions of custodial services by developing short- and long-range operating objectives and determining organizational structure and staffing requirements.
  • Ensures supplies are properly ordered and stocked, and provides the tools and equipment needed to perform related tasks. 
  • Plans, directs, coordinates, trains, and conducts performance reviews on employees; assigns work activities and projects; monitors work flow; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems.
  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures.
  • Ensures compliance with established policies and procedures, safety protocols and established standards of service including investigating potential or actual safety hazards, and the evaluation and enforcement of work standards.
  • Ensures proper use of cleaning chemicals and equipment.
  • Oversees and participates in the development and administration of the annual budget; participates in the forecast of funds needed for staffing, equipment, materials, and supplies; monitors and approves expenditures; implements adjustments.
  • Prepares written reports, memoranda, and correspondence on a variety of matters regarding the administration and operation of custodial services.
  • Investigates and resolves complaints from building occupants regarding custodial services, and makes adjustments in service and contracts as necessary.
  • Reports conditions of buildings and facilities in need of repair to other Property Management team members responsible for repair and follows-up to ensure corrective action.
  • Develops product specifications and evaluates various products prior to purchase; recommends specifications for cleaning equipment.
  • Manages safety program for subordinates, including ensuring all safety related training is administered. Maintains Material Safety Data Sheets on all products.
  • Performs related duties as assigned.

Minimum Qualifications

  • Extensive knowledge of building cleaning practices, supplies, and equipment and ability to use them economically and efficiently.
  • Ability to plan and effectively manage custodial projects.
  • Understanding of best practices to manage bio-hazardous materials and body fluids.
  • Understanding of budgeting and conditions of service contracts.
  • Understanding of applicable federal, state, and local laws, codes, and regulations; existing safety laws, rules, methods and procedures including applicable OSHA regulations applied to ensure the safety of staff, the public, and building occupants.
  • Understanding of operational services and activities of assigned programs and functions.
  • Ability to develop and monitor work and performance schedules.
  • Ability to understand oral and written directions; ability to read and write.
  • Ability to establish and maintain effective working relationships with associates and the general public.
  • Physical ability to perform heavy manual work.
  • Ability to work independently.


EDUCATION AND EXPERIENCE:

  • Any combination of education and experience equivalent to High School Diploma or GED.
  • Three (3) years of supervisory experience relative to custodial service field.

Other Qualifications

Possession of a valid State of North Carolina driver's license.
