Basic Function
Orders supplies from qualified responsible vendors for inventory and non-inventory items after solicitation of competitive pricing. Monitors vendors to ensure performance meets METRO’s expectations. Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.
Responsibilities and Specific Duties
- Researches sources; selects competent and qualified suppliers and develops alternative sources of suppliers.
- Solicits and negotiates pricing, delivery and other award terms and conditions with responsible and qualified vendors.
- Issues awards in accordance with METRO's small purchase procedures, including contracts and purchase orders.
- Creates and monitors vendor performance reports and takes appropriate action with those vendors who are not performing to METRO's expectations.
- Processes change orders and resolves delivery, payment, quality and other issues related to the awards process.
- Responsible for resolution of shipment and invoicing problems with requisite departments.
- Escalates issues as necessary.
- Adds manufacturers and distributors to the Procurement system’s Approved Source List.
- Works with Materials to control inventory levels.
- Interfaces and coordinates with Materials Inventory Control on inventory planning issues such as lead times, economic order quantities, safety stock, packaging requirements and other issues which can disrupt the smooth flow of materials.
- Verifies item descriptions, unit of measure/packaging, manufacturer/vendor name and part numbers are accurate and complete to maximize competition.
- Provides excellent customer service to METRO internal and external customers.
- Applies SMS (Safety Management System) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
- Promotes safety awareness and follows safety procedures to reduce or eliminate accidents
- Performs other job-related duties as assigned.
Pay Range: $54,300 - $71,200
Education Requirement
High School Diploma or GED is required. Bachelor's Degree in Business Administration, Purchasing and Materials, or related field preferred.
Years & Experience Required
Minimum three (3) years buyer or procurement experience, to include: identifying and securing qualified vendors; negotiating pricing; inventory control; and processing purchase orders. SAP Purchasing systems experience preferred.
Knowledge & Skills Required
Good communication (written/oral); organization, negotiating and multi-tasking skills. Knowledge of Uniform Commercial Code and Federal Acquisition Regulation desired. Complete understanding of Supply-Chain Management. Proficient in Microsoft Office Suite. Knowledge of related procurement systems. American Production and Inventory Control Society (APICS), Institute for Supply Management (ISM) or a collegiate procurement/supply chain certification desired.
