About the Department

This position serves as general receptionist for the Board of Elections Office and is responsible for Coordinating supplies to the various precincts during elections.  Assists the Voter Registration Coordinator in performing detailed oriented work in maintaining voter registrations on the State Voter Registration System (SEIMS).  Performs general clerical work, provides reception duties, greets visitors and assists in the holding of all elections in the county.

Position Duties

An employee in this class performs work requiring the applications of the Election Laws of North Carolina and office policies and regulations. Work is performed in accordance with North Carolina Election Laws and departmental policies, but it requires the making of independent decisions and the use of judgment in applying procedures within the limits of established work methods. Employee must have the ability to meet rigorous time mandates. Work is performed under the supervision of the Director of Elections and is evaluated through periodic conferences and the accuracy of work performed.

Position requires additional work hours (including Saturdays and Sundays) for eight to ten weeks per election.  Additional hours are compensated through compensatory time off.   Otherwise, the position is a Monday - Friday 8:00 a.m. – 5:00 p.m. position.

Prepares precinct supplies for distribution and coordinates supply distribution to the precincts.  
Responsible for maintaining and inventory of precinct supplies.  
Assists in Early Voting preparation, set up and tearing down of Early Voting sites.
Assists in staffing county precincts and Early Voting sites with the appropriate number of Chief Judges, Judges and Assistants.
Assists in coordinating and maintaining the training work schedules for Chief Judges, Judges, Assistants and Early Voting workers.
Assists Voter Registration Coordinator in management of voter registration records including registering individuals to vote; address, name and party affiliation changes; removes names of individuals from registration books under required guidelines and assist with mandatory mailings.
Attends and participates in instructional training for precinct personnel; provides assistance in completing necessary forms, etc.
 
Reviews mail-in and agency-based registrations for completeness and accuracy; sends electors a request for additional information or corrections.
Types various forms, letters, reports, etc. regarding election matters and general office documents.
Provides assistance in accepting applications and ballots for absentee voting.
Assists in answering telephone and providing information and assistance to the general public regarding election matters.
Performs related work as required.

Minimum Qualifications

Graduation from high school and demonstrated possession of knowledge, skills and abilities gained through at least four years of office assistant/secretarial experience; or completion of a two-year secretarial science or business administration program with two years of experience as described above; or an equivalent combination of training and experience. 
Must possess valid North Carolina driver’s license.   
Applicant is required to have or obtain within six months a North Carolina Notary Commission.  

Other Qualifications

General knowledge of the election laws of the State of North Carolina.  General knowledge of procedures and regulations established by the State Board of Elections.
Exceptional organizational skills required.
Extensive experience with Windows XP, Microsoft Word and Excel.  Knowledge of general office procedures and equipment. Knowledge of basic office accounting, record keeping and business practices.  Ability to type accurately.
Excellent communications and customer service skills. Ability to communicate effectively in person and by telephone, including public speaking.  Ability to follow oral and written instructions and procedures.
Working knowledge of the County as to location of towns, townships, and voting precincts.
Ability to place records, reports and files into a proper sequence based on established format.
Ability to lift, carry, push and pull up to 50 lbs.
Ability to stand, walk, stoop and lift for long periods of time.
