Position Summary

The Office of Urban Analytics & Innovation (Urban AI) is seeking a dynamic and collaborative Data Coordinator to champion the use of data across City Hall and within the community. As a key deputy to the Manager of Open Data and Analytics, this individual will bridge the gap between the technical work of the data team and its practical application by internal and external stakeholders.
The Data & Analytics Coordinator will drive three core functions: engagement and operational management of our Open Data Portal; internal capacity building and data governance leadership; and strategic project management and coordination. This role is ideal for a strategic thinker and natural collaborator who is passionate about making government more effective, equitable, and transparent through the responsible use of data.
Urban AI serves as the data and business process center of excellence for the City of Cleveland. The department enables improved decision-making through data analytics; increases transparency and quality control through access to data; and establishes data governance. Urban AI facilitates innovation and modernization by assessing the performance of departments/divisions and leading strategic transformation and cross-department initiatives.

Position Duties

Analyzes information requirements of new or modified systems and develops data file specifications. Assists Project Leaders, Systems Analysts, and Programmers with the implementation of data files to the City's Information Systems. Creates and assigns descriptors to elements needed for data organization, access and control. Analyzes current and planned database usage and makes recommendations to management for improving and modifying database structure. Performs other job-related duties as required. TYPICAL TASKS: Develops file data specifications including standard names for data elements. Consults with and assists Project Leaders on procedures related to new or existing data file structures. Monitors and analyzes the performance of databases and prepares reports on findings to management including recommendations for improvement. Assists Project Leaders, Systems Analysts, and Programmers with implementation of data files to database. Develops and documents standards for use, control, updating, and maintenance of databases. Interfaces with tech support and computer operations in the reorganization of databases and recovery and backup procedures.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree in Computer Science, Business Administration, or closely related field from an accredited four (4) year college or university is required. Two (2) years experience in Database Management Systems (DMS) is required. (Substitution: Two (2) years of experience may be substituted for each year of college education lacking.) Must be proficient in Windows and Microsoft Office Suite. Must be able to lift and carry a minimum of thirty (30) pounds. A valid State of Ohio Driver's License is required.

Key Responsibilities

1. Departmental & Community Engagement (Open Data)

  • Serve as the primary point of contact for City departments seeking assistance with data publication, analysis, and the use of data tools (e.g. Power BI, Tableau, Esri / Arc GIS Online).
  • Lead the City's community engagement strategy for Open Data, including conducting outreach, hosting public training sessions, and building relationships with community partners.
  • Develop and maintain content for the Open Data portal (data.clevelandohio.gov), including tutorials, data dictionaries, and marketing materials to promote data literacy and usage.
  • Act as the lead consultant for the City’s data release process, guiding departments on best practices for publishing safe and useful public data to the Open Data portal.
2. Internal Capacity Building & Governance
  • Spearhead the development of the City's internal analytics capacity, including managing and growing the Data Leads program and the "Hub-and-Spoke" analytics model across the City of Cleveland.
  • Develop a learning curriculum for City staff on data literacy, data tools, and best practices for using data to improve operations.
  • Act as the City’s subject matter expert on data governance including implementing processes, policies, and standards in coordination with the City’s Data Engineering and IT teams.
  • Organize and manage strategic initiatives related to data governance and excellence, including projects aimed at achieving What Works Cities certification.
3. Strategic Coordination & Project Leadership
  • Lead the technical development and strategic coordination for the Elevate Dashboards initiative, working closely with City teams to deliver high-impact Key Performance Indicator (KPI) dashboards for their units.
  • Develop and implement a framework for analytics project scoping and management, supporting the Manager of Open Data and Analytics.
Additional Required Qualifications:
  • Bachelor’s degree in data analysis, project management, public administration, business analytics, information systems, community engagement, or a related field.
  • High degree of data literacy including the ability to discuss data best practices and approach to building data tools such as dashboards and maps with diverse audiences.
  • Demonstrated experience managing complex projects with multiple stakeholders.
  • Exceptional communication and presentation skills, with the ability to explain technical concepts to both technical and non-technical audiences.
  • Strong understanding of data governance principles and data management best practices.
  • Proven ability to build and maintain strong working relationships across different teams and with external partners.
Preferred:
  • Experience with common data analysis and visualization tools, such as Power BI, ArcGIS Online, or Python (pandas)
  • Direct experience working in a government, civic-tech, or non-profit environment.
  • Experience designing and delivering training programs or educational content.
  • Experience certification and/or accreditation programs (e.g., What Works Cities).
