About the Department



The County of San Diego's Central Payroll Administration has a current opening for a Senior Human Resources Analyst-Payroll

Interviews will take place the week of September 22, 2025 and job offers will be made the week of October 6, 2025.


This position supervises human resources staff and is a subject matter expert responsible for the continuous improvement of processing the County's payrolls. In addition, it oversees the following duties:

  • Prepare and process biweekly on-cycle payrolls and off-cycle paychecks for over 20,000 employees
  • Process and review accuracy of all payroll data and resolve discrepancies
  • Administer and perform payroll reconciliation and deduction registers to determine accuracy and compliance to policies, procedures, and payroll tax laws
  • Review, process, and analyze payroll data files
  • Ensure all payroll related transactions are recorded in PeopleSoft Payroll system correctly 
  • Ensure all general ledger entries reconcile to the various payroll related accounts
  • Review, process, and analyze the payment of deductions withheld from employee's salaries, that includes benefits, garnishments, union dues, deferred compensation contributions, and other deductions
  • Run and analyze audit reports from PeopleSoft HRMS/Payroll and UKG Timekeeping system to identify and resolve issues
  • Maintain PeopleSoft payroll related records and files; and review biweekly and annual tax reports and deduction reports
  • Review quarterly and year-end payroll tax reporting requirements for Federal and State Agencies; and reconcile the annual IRS Forms W-2 and W-3.

HIRING PROCESS AND TIMELINE
 

The timeline for this recruitment is outlined below. 
 

  • Interviews, Job Offers and Background Process will begin in September 2025. Note: Current County employees may be excluded from additional background screening.
  • Pre-employment Medical Screening: Approximately 3 days following successful background investigation results.
  • Anticipated Start Date: Start date will be based upon successful completion of medical screening or other mutually agreed upon date. 

MINIMUM QUALIFICATIONS
 

A bachelor's degree from an accredited U.S. college or university, or a certified foreign studies equivalency, AND, five (5) years of professional human resources experience. Professional level payroll experience is considered qualifying experience. 
 
Notes: A master's or doctoral degree from an accredited U.S. college or university, or a certified foreign studies equivalency in any of the fields described above may substitute for one (1) year of the required experience; OR, additional years of experience as described above may be substituted for the education requirement on a year-for-year basis.

CONDITION OF EMPLOYMENT

As part of the County of San Diego’s pre-employment process, prospective candidates will undergo a background check (including fingerprinting) and a pre-employment medical screening prior to beginning County employment.
