Description
Senior Mine Countermeasures Doctrine and Tactics Analyst leading tactical development and doctrine validation for the Navy's evolving MCM capabilities at Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This critical position shapes the transition from legacy MCM platforms to next-generation unmanned systems through the Mine Warfare Readiness and Effectiveness Measuring (MIREM) program. The analyst develops and validates Tactics, Techniques, and Procedures (TTP) for emerging MCM technologies, LCS Mission Packages, and expeditionary MCM forces while conducting operational assessments that directly influence fleet mine warfare readiness and capability development.
ESSENTIAL FUNCTIONS
Doctrine & TTP Development
* Lead development of new MCM doctrine for emerging unmanned systems and Mission Package integration
* Validate and update existing TTP for legacy and transitional MCM capabilities
* Create tactical employment guidance for USV, UUV, and UAV MCM systems
* Develop integrated MCM concepts combining surface, air, and expeditionary forces
* Author doctrine changes based on exercise results and operational lessons learned
* Support transition planning from legacy MCM ships to LCS and EPF-based systems
Exercise Planning & Test Design
* Design test and data collection plans for 4-6 MIREM exercises annually
* Develop Limited Objective Experiments (LOEs) for emerging MCM capabilities
* Create scenarios testing MCM systems against current and projected mine threats
* Plan integration of MCM events within major exercises (RIMPAC, BALTOPS, UNITAS)
* Coordinate data collection requirements for MineNet Tactical and COIN systems
* Design controlled experiments for new system operational testing
At-Sea Exercise Observation
* Embark US and coalition MCM units as lead observer during exercises
* Coordinate data collection supporting doctrine and tactical development
* Document system performance and crew tactical decision-making
* Observe integration of unmanned systems with manned platforms
* Monitor C4I system effectiveness and information flow
* Evaluate mine hunting, sweeping, and neutralization operations
* Assess Q-route planning and execution procedures
Emerging Systems Analysis
* Evaluate LCS MCM Mission Package performance and integration
* Analyze unmanned system effectiveness (UISS, Knifefish, ALMDS, AMNS)
* Assess ExMCM company operations and expeditionary capabilities
* Review integration of MCM systems with fleet C4I architecture
* Support Program of Record (POR) capability assessments
* Identify capability gaps and recommend material solutions
Tactical Analysis & Reporting
* Analyze exercise results against Measures of Effectiveness (MOE/MOP)
* Support reconstruction of MCM exercise events
* Develop tactical recommendations for fleet implementation
* Author doctrine validation reports and TTP modification proposals
* Create Quick Look and After Action Reports for MIREM events
* Support Cross-MIREM analysis examining trends across exercises
Stakeholder Coordination
* Brief tactical findings to fleet commanders and MCM community
* Interface with NSWC Panama City for technical integration
* Coordinate with Program Executive Office (PEO) USC on system capabilities
* Support Surface Requirements Group (SURFRG) MCM initiatives
* Present at MCM symposiums and tactical development conferences
* Collaborate with allied MCM forces on coalition doctrine development
Requirements
Experience:
* 15+ years of Navy experience in surface/aircraft/expeditionary MCM operations and warfare tasks
* 4+ years of experience managing technical projects or programs
* Extensive operational experience with mine countermeasures systems and tactics
* Staff level assignments demonstrating strategic planning capabilities
Required Competencies:
* Proven ability to prepare technically accurate briefings, reports, and military correspondence
* Excellent analytical problem-solving skills for complex MCM challenges
* Superior oral and written communication skills for diverse stakeholder engagement
* Strong understanding of naval doctrine development processes
* Experience translating operational lessons into tactical guidance
PREFERRED QUALIFICATIONS
Operational Background:
* Mine Warfare qualification (surface or aviation)
* MCM Module Commander or Mission Commander experience
* Expeditionary MCM (ExMCM) company experience
* MH-53E Sea Dragon or MH-60S Knighthawk aircrew qualification
* MCM staff experience (COMNAVFOR, CTF-52, SMWDC)
* Q-route planning officer certification
Technical Expertise:
* LCS MCM Mission Package operational experience
* Unmanned systems expertise (UISS, Knifefish, ALMDS, AMNS, Barracuda)
* Legacy MCM systems knowledge (MCM-1 class, MHC-51 class)
* MineNet Tactical (MnT) and COIN system proficiency
* Influence sweeping and hunting system experience
* Mine threat analysis and environmental assessment
Doctrine & Tactical Development:
* Previous MIREM participation or similar assessment programs
* Experience writing Naval Tactical Publications (NTP/ATP)
* TTP validation and testing experience
* Modeling and simulation for tactical development
* Coalition MCM doctrine development experience
Emerging Capabilities Knowledge:
* EPF and MUSV platform familiarity
* Next-generation MCM system awareness
* Autonomous system integration experience
* AI/ML applications in MCM operations
* Digital twin and virtual training systems

* Ability to embark/disembark MCM vessels and expeditionary platforms
* Capability to work in shipboard/boat environments for extended periods
* Ability to navigate confined spaces aboard MCM platforms
* Extended periods standing in command centers during operations
* Ability to work in varying sea states and weather conditions
* Capability to wear safety equipment (life jackets, helmets)
* Ability to lift up to 50 pounds (MCM equipment/documentation)
