Senior Operations Analyst providing critical statistical analysis and operational research expertise for both Ship Anti-Submarine Warfare (SHAREM) and Mine Warfare (MIREM) Readiness and Effectiveness Measuring programs at the Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This key position leads complex analytical efforts that directly inform Navy tactical development, validate system performance against pacing threats, and provide data-driven insights supporting Program Objective Memorandum (POM) decisions. The analyst supervises technical teams while ensuring rigorous statistical validation of exercise results that shape fleet readiness assessments.


ESSENTIAL FUNCTIONS

Statistical Analysis & Validation

* Develop and validate Measures of Effectiveness (MOE) and Measures of Performance (MOP) for ASW and MCM systems

* Conduct statistical trend analysis across multiple exercises to assess sensor, weapon, and countermeasure performance

* Perform Cross-REM analysis drawing from multiple events to identify capability gaps and validate performance trends

* Investigate the validity of probabilistic models and algorithms in tactical decision aids

* Apply advanced statistical methods to quantify system effectiveness against pacing threats


Exercise Reconstruction & Analysis

* Lead post-exercise reconstruction efforts using NSTRAT, Raptor, and VOT systems

* Analyze SQQ-89 system performance data and contact validation metrics

* Evaluate ASW/MCM tactical employment and identify optimization opportunities

* Produce detailed performance assessments comparing actual results to predicted models

* Validate exercise data quality and reconcile multiple data sources


Modeling & Simulation Oversight

* Design and execute M&S studies to validate proposed tactics and system employment

* Use modeling to predict exercise outcomes and optimize test designs

* Validate TTP feasibility through simulation before at-sea testing

* Ensure M&S efforts align with exercise objectives and analytical requirements


Technical Leadership & Reporting

* Supervise team of analysts supporting SHAREM, MIREM, and SCC Operations

* Author analytical sections of Final Reports, Annual Reports, and Cross-REM studies

* Brief exercise results to naval commands, program offices, and engineering laboratories

* Provide expert consultation during workshops, planning conferences, and technical reviews

* Respond to urgent analytical queries supporting fleet operations and acquisition decisions


Program Support & Integration

* Support 4-6 SHAREM exercises, 4 SCC Operations, and 4-6 MIREM events annually

* Design data collection plans and analysis methodologies for complex exercises

* Coordinate analytical efforts between SHAREM and MIREM programs

* Maintain analytical standards consistent with fleet requirements and SURFRG objectives

Requirements

Education:

* Master's degree or higher in Applied Mathematics, Statistics, Operations Research, or related quantitative field


Experience:

* 4+ years professional experience in operations research, operations analysis, applied mathematics, or statistics

* 6+ years of experience leading technical analysis teams

* Demonstrated experience with military operations analysis or defense systems evaluation


Technical Skills:

* Expert proficiency in statistical analysis software (MATLAB, SAS, SPSS, or similar)

* Advanced Microsoft Excel capabilities, including VBA, complex modeling, and data analysis

* Strong analytical problem-solving skills with the ability to handle large, complex datasets

* Experience developing and validating performance metrics for complex systems


PREFERRED QUALIFICATIONS

Technical Expertise:

* Python or R programming for advanced data analysis and visualization

* SQL database query experience for large-scale data extraction

* Experience with naval modeling and simulation tools (JMASS, NGTS, ExtendSim)

* Familiarity with acoustic analysis and underwater warfare metrics

* Knowledge of mine warfare analysis methodologies


Domain Knowledge:

* Understanding of Navy ASW and MCM systems and tactics

* Experience with SQQ-89 combat system data analysis

* Familiarity with submarine and surface ship sensor performance characteristics

* Knowledge of tactical decision aids and combat system algorithms

* Experience with coalition data sharing and foreign disclosure processes


Professional Background:

* Military operations research experience (MORS membership valued)

* Naval Postgraduate School or similar military education

* Experience briefing Flag/General officers and senior executives

* Published research in military operations analysis

* DAWIA certification in Engineering or Program Management

Travel Requirements: Occasional travel (10-15%) to support exercises, conferences, and planning meetings


PHYSICAL REQUIREMENTS

* Primarily an office environment with extensive computer work

* Ability to work extended hours during exercise reconstruction periods

* Occasional shipboard visits requiring ladder/gangway navigation

* Ability to lift up to 25 pounds (technical equipment/documentation)
