The Safer Foundation is a social service provider to individuals with arrest and conviction records. Through a full range of services, including case management, educational instruction and advocacy, we focus on preparing individuals for the world of work by helping them find and keep productive and meaningful employment.


General Summary: 

  

The Program Administrator/Manager is responsible for sourcing businesses to join the Safer Training and Employment team and working collaboratively to support the Returning Citizen Grant. This includes identifying qualified candidates and placing them with partner employers, as well as engaging employers at the corporate level to create and expand opportunities.

 

The role involves continuously recruiting candidates to meet partner employers’ needs, developing and maintaining strong relationships with key leaders, and fostering effective partnerships with training providers, industry experts, and other agencies. The Program Administrator/Manager also secures and expands contracts with corporate entities, generating opportunities for transitional, temporary, and permanent employment for Safer Foundation clients.

Essential Duties and Responsibilities: 

 

 

Stakeholder Interface and Service

  • Develop an outreach plan to grow corporate relationships and net job starts and or training opportunities through the creation of new opportunities, expanding existing ones, and becoming a resource to the business sector.
  • Work with approved training partners to develop candidates with the aptitude and interests to create a piple line of qualified candidates by industry
  • Regularly interface with decision-makers within corporate environments through meetings, forums, site visits and participation in networking events that impact the creation of training or job opportunities
  • Place target number of individuals in assigned industry positions and training opportunities annually, meeting job, retention, employer and wage goals.
  • Perform other duties and responsibilities as assigned.
  • Demonstrate adaptability, conflict resolution skills, and emotional intelligence to navigate the complexities of program management.
  • Apply a balanced mix of technical expertise, leadership abilities, and interpersonal skills, including strong communication, strategic thinking, problem-solving, and team management.
  • Strategic Planning: Create and execute strategic plans, setting clear goals and measurable objectives.

 

Stakeholder Outreach and Recruitment

  • Work with collaborative members to develop a recruitment needs analysis and conduct candidate screening that meets the needs of collaborative members including recruiting candidates.
  • Assist with staff recruitment, selection, orientation, and training.
  • Volunteer Management: Recruit, train, and supervise volunteers, ensuring effective coordination and engagement.

 

Tracking, Document, and Reporting

  • Prepare reports and presentations for delivery to decision makers that creates new opportunities resulting in industry training or jobs for Safer clients 
  • Conduct research and review national and local trends in private industry workforce development, and provide reports to senior management to aid in better targeting private industry needs.

 

 

Fiscal Reporting and Accountability

  • Collaborate internally with members of Workforce Development, Finance and other Core Programs staff in the development of opportunities and budget projections for identified contract opportunities.
  • Grant Writing: Identify funding opportunities, prepare competitive grant proposals, and manage grant-funded projects in compliance with funding requirements. 
  • Financial Management: Manage program budgets, prepare financial reports, and provide oversight to ensure fiscal accountability.

 

Supervision 

  • Organize and supervise the work of sector staff to ensure efficient operations.
  • Oversee routine program operations and address unforeseen occurrences, in collaboration with the Director of Training.
  • Program Management: Develop, implement, and evaluate programs, including conducting program evaluations and analyzing data to measure effectiveness.
  • Marketing and Communications: Develop and implement marketing strategies, manage social media platforms, and produce engaging content to promote programs.

Education and Experience:

 

A degree in any field, with nonprofit experience in direct program management, or a minimum of two years’ experience in a directly related, skilled position involving management duties.
