MAJOR FUNCTION
Performs a full range of inspection services across various phases of County construction projects, including roadway, drainage, site development, and utility infrastructure. Ensures that construction activities comply with approved design plans, specifications, and all relevant County, State, and Federal regulations. Provides technical oversight, documents field activities, and supports quality assurance on job sites. Higher-level inspectors lead complex projects and may mentor or train lower-level staff.
ILLUSTRATIVE DUTIES
Construction Inspection and Testing (All Levels)
• Conduct field inspections of construction projects (roadways, drainage, site development, utilities) to ensure compliance with approved plans, specifications, and applicable codes.
• Inspect road grading, surfacing, drainage, and asphalt mixtures for conformance with engineering standards.
• Perform field and lab tests on soil and asphalt; collect and document samples as required.
• Inspect utility placements in the public right-of-way and verify compliance with permits.
Documentation and Project Oversight (All Levels)
• Monitor quantities of materials used and ensure construction progress aligns with contract schedules.
• Maintain detailed records of construction activities, testing results, and project changes.
• Review and verify contractor pay requests prior to supervisor approval.
• Prepare written and verbal reports to document compliance issues and recommend corrective actions.
Coordination and Communication (All Levels)
• Attend project meetings and communicate regularly with project managers, engineers, contractors, and utility representatives.
• Respond to citizen inquiries and conduct field investigations to resolve complaints.
• Confer with team members to identify construction-related problems and propose solutions.
Technology and Tools (All Levels)
• Utilize desktop computers and Microsoft Word or similar software to document inspections and manage files.
• Operate motor vehicles and inspection-related tools and equipment.
Lead/Senior-Level Duties (Inspector III Only)
• Train and mentor lower-level inspectors.
• Participate in pre-bid, utility coordination, and internal departmental meetings.
• Perform detailed construction estimates for roadway and bridge materials.
KNOWLEDGE, ABILITIES AND SKILLS (All Levels)
KNOWLEDGE
• Knowledge of Florida Department of Transportation (DOT) standard specifications for road and bridge construction.
• Knowledge of roadway and traffic design standards.
• Knowledge of principles, practices, techniques, and instruments used in soil testing and road construction inspection.
• Knowledge of County Codes and emerging construction regulations.
ABILITY TO
• Read and interpret civil engineering plans, maps, and specifications.
• Perform basic mathematical calculations using manual, calculator, or digital tools.
• Make accurate construction estimates and conduct field materials testing.
• Walk, bend, stoop, crouch, kneel, sit, and stand for prolonged periods in various weather conditions.
• Lift, push, or pull up to 45 pounds of equipment or materials.
• Distinguish colors and shapes as required in construction and inspection work.
• Operate motor vehicles for extended periods and over long distances. Communicate effectively, both orally and in writing, with contractors, engineers, and the public.
SKILL IN
• Conducting field and laboratory tests on asphalt, soil, and other construction materials.
• Monitoring and documenting construction progress, material usage, and testing results.
• Identifying and addressing construction deficiencies or non-compliance.
• Using Microsoft Word and other office software for documentation and reporting.
• Organizing, maintaining, and updating project files and daily inspection logs.
MINIMUM QUALIFICATIONS
Construction and Testing Inspector I & II
Graduate of an accredited high school or possess an acceptable equivalency diploma; and
Have a minimum of zero (0) to two (2) years of roadway/highway, water/sewer, or site development project construction or inspection experience.
Construction and Testing Inspector III
Have a minimum of five (5) years of roadway/highway, water/sewer, or site development project construction or inspection experience on projects of significant size and complexity.
SPECIAL REQUIREMENTS
Construction and Testing Inspector I
Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
Must have a home telephone at the time of employment within this classification.
Must obtain Department of Environmental Protection (DEP) Certification – Qualified Storm Water Management Inspector within twenty-four (24) months from the start of employment.
Construction and Testing Inspector II
All requirements listed for Inspector I; and
Must also possess:
The following certifications:
• Department of Environmental Protection (DEP) Certification – Qualified Storm Water Management Inspector
• Troxler Nuclear Gauge Operator Safety Training or CPN Radiation Safety Gauge Operator Training
• Troxler Hazmat Certification or CPN Hazmat Certification
• Temporary Traffic Control Intermediate Training
• OSHA 10-Hour Construction Safety and Health Training
Construction and Testing Inspector III
All requirements listed for Inspector II; and
Must also possess:
• Asphalt Paving Level I Certification
All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.
